Offerors must submit a response not exceeding 10 pages explaining how they will fulfill three primary technical factors.

Factor 3 establishes Management and Administrative requirements, including implementation of a commercial quality control program to identify and prevent defective services, designation of a contract manager and alternate with full authority to manage daily contract matters and availability during business hours, and provision of detailed manifests for each pickup and monthly invoices documenting weight, number of pickups, and billing totals.
