About this file
This is a Determination & Findings (D&F) document for a sole source acquisition by the 30th Security Forces Squadron (30 SFS) and 30th Contracting Squadron (30 CONS/PKB). The acquisition is valued at $312,608.40 and authorizes procurement of a Non-Kinetec handheld Counter-Small Unmanned Aircraft System (C-sUAS) to enhance operational capabilities. The justification for sole source procurement is based on RFO 11.204(a)(2)(ii), which permits brand name acquisitions when the particular product is essential to government requirements and market research confirms that alternative products cannot meet the agency's minimum needs.
The market research confirmed that the Dzyne Dronebuster is the only system meeting all technical, logistical, and regulatory requirements, specifically possessing the requisite federal airspace and frequency authorizations necessary for immediate operational deployment. Although the requirement is restricted to this specific make and model due to mandatory operational approvals, the system is available through multiple authorized commercial resellers, which allows the government to leverage competitive pricing and transparent manufacturer suggested retail prices to ensure fair and reasonable pricing. The Contracting Officer, Jacob R. Baca, SSgt, USAF, approved this determination on August 6, 2026, with authority delegated under DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51.

DETERMINATION & FINDINGS
Authority to Solicit from a Single Source (at or below the SAT)
1. Agency and Contracting Activity: 30 SFS and 30 CONS/PKB
2. Nature and/or Description of the Action: $312,608.40
30 SFS has a need for a Non-Kinetec handheld Counter-Small Unmanned Aircraft System (C-sUAS) to bolster Capabilities.
3. Citation to the Appropriate Regulation:
(Contracting Officer Instruction: Select the applicable authority for this acquisition)
RFO 8.401 and GSAR 538.7104-3(a) (FSS Orders): The circumstances of the acquisition deem only one source reasonably capable of providing the products, services, or solutions.
RFO 11.204(a)(2)(ii) (Brand Name): The particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet the agency's needs or cannot be modified to meet the agency's minimum needs,.
RFO 12.102(a) (Commercial Products and Services): Only one source is available,.
RFO 13.101(b) (Noncommercial Products and Services): Only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization),.
4. Findings:
Market research involved reviewing available commercial C-sUAS technologies, DoD programmatic records, and vendor capabilities. Systems and vendors were evaluated based on their ability to provide a handheld, single-unit disruption capability that already possesses the requisite federal airspace and frequency authorizations. The research confirmed that the Dzyne Dronebuster meets all technical, logistical, and regulatory requirements.
Furthermore, market research confirmed that while the requirement is restricted to this specific make and model due to mandatory operational approvals, the system is available through multiple authorized commercial resellers.
This ensures that competitive pricing, standard commercial terms, and transparent MSRPs can still be leveraged to ensure fair and reasonable pricing for the Government.
5. Determination: Based on the findings above, the proposed sole source or brand name action is justified under the applicable regulation.
6. Signatory Authority: (Contracting Officer Instruction: In accordance with DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51 for RFO 13.101(b) actions and GSAR 538.7104-3(a) for FSS orders, the Contracting Officer is the approval authority for these determinations).
