About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI) document approving a limited source contract award by the 50th Contracting Squadron at Schriever Space Force Base, Colorado.

The justification approves the award of a firm-fixed-price contract to Universal Switching Corporation for the procurement of two Digital Matrix Switch units (model S24530BX-664-D2) and one spare kit (model SPK-S24530BFX-1) to support the Delta 8/10 SOPS operation and maintenance of the Fleet Satellite Communications system, Ultra-High Frequency Follow-On, and Multi User Objective System satellite constellations. The rationale for the limited source award under 10 U.S.C. 3204(a)(1) is that Universal Switching Corporation is the Original Equipment Manufacturer holding proprietary rights to the Digital Matrix Switch product, and no other compatible switch exists due to unique software codes, hardware interfaces, and forms currently integrated into the ground system operated by 10 SOPS. The justification notes that purchasing from an alternate manufacturer would be prohibitively expensive, requiring approximately 6 months of software engineering effort and resulting in mission degradation during the 12-week testing and installation period. Market research conducted via SAM.gov confirmed no competing suppliers or compatible alternatives. The contracting officer determined the anticipated cost/price is fair and reasonable in accordance with Federal Acquisition Regulation guidelines. No presolicitation notice is required per RFO 5.101(b)(1)(i). The contract was signed by Contracting Officer Kade Allen on April 20, 2026.
