Quotes received for less than the stated requirement will be considered ineligible for award. As set forth in FAR 52.212‐1(g), “The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.”

C. Evaluation Criteria.

1. Evaluation criteria consists of two (2) factors: Factor 1 – Technical Capability, and Factor 2 – Price. Factor 1 will receive an ‘Acceptable’ or ‘Unacceptable’ rating based on the definitions and criteria outlined in this addendum.

2. Factor 1 – Technical Capability. Factor 1 will assess the quoter’s capability to satisfy the Government’s requirements. The approach provided in Factor 1 shall demonstrate a clear understanding of the nature and scope of the work specified in the American National Standards Institute Accreditation Plan.
