About this file
This document is Attachment Four (4) - Contractor Rules of Behavior from VA Handbook 6500.6, Appendix D, which serves as a User Agreement governing contractor access to and use of Department of Veterans Affairs (VA) information assets, systems, and sites.
The agreement establishes mandatory compliance requirements for all VA contractors, including acknowledgment that contractors have no reasonable expectation of privacy when accessing VA systems and consent to monitoring, recording, auditing, and tracking by VA Office of Information & Technology (OI&T) staff, the VA Chief Information Officer (CIO), and the VA Office of Inspector General (OIG). Contractors must comply with specific security and data privacy directives, follow established procedures for user account access, use only authorized systems and software, refrain from attempting to override security controls, grant access only to those with official need-to-know, protect passwords, use FIPS 140-2 validated encryption for VA sensitive information, follow VA Handbook 6500.1 on electronic media sanitization, obtain COTR approval before disseminating VA information, and employ only VA-authorized anti-virus and security software. Additional requirements include reporting security incidents to the Contracting Officer's Technical Representative (COTR) and Information Security Officer, completing required security training, using direct VA network connections when possible with VA-approved remote access software otherwise, and prohibiting remote access from publicly available computers. Contractors must also ensure that any subcontractors are bound by identical security requirements and penalties. Unauthorized system access, modification, or misuse is subject to criminal, civil, and administrative penalties under 18 U.S.C. §1030 and §2701. The agreement requires contractor signature and return to the COTR within the timeframe specified in the contract terms.
