About this file
This document is Attachment Four (4) - Contractor Rules of Behavior from VA Handbook 6500.6, Appendix D, which establishes a mandatory User Agreement governing contractor access to and use of Department of Veterans Affairs information assets, systems, and resources.
The agreement establishes comprehensive behavioral standards and security requirements for all contractors performing work under VA contracts. Key provisions include: contractors have no reasonable expectation of privacy in accessing VA or federal government information systems; they consent to monitoring, recording, and auditing by the VA Office of Information & Technology (OI&T), the VA Chief Information Officer (CIO), and the VA Office of Inspector General (OIG); and unauthorized access, modification, or misuse of federal systems is prohibited and subject to criminal, civil, or administrative penalties under 18 U.S.C. §1030 and §2701. Contractors must comply with all VA security and data privacy directives, report security incidents to the Contracting Officer's Technical Representative (COTR), and complete required information security training. Specific operational rules require contractors to: follow established account access procedures; use only authorized systems and software; refrain from using non-contractor-owned equipment for VA sensitive information without CIO-approved waivers; protect passwords and create strong credentials per VA Handbook 6500; use only FIPS 140-2 validated encryption; follow VA Handbook 6500.1 for electronic media sanitization; obtain COTR approval for public dissemination of VA information; refrain from hosting unauthorized Internet servers; and protect government property from theft or misuse. When remote access is necessary, contractors must use VA-approved remote access software and cannot remotely access non-public VA resources from public computers. The agreement emphasizes that contractors cannot circumvent these security requirements through subcontracting and must ensure subcontractors comply with equivalent security obligations. The document concludes with an acknowledgement and acceptance section requiring contractors to sign and return the original signed document to the COTR within the timeframe specified in the contract terms.
