About this file
This document is Attachment Four (Appendix D) to VA Handbook 6500.6, containing the Contractor Rules of Behavior that establish a binding user agreement for contractor access to Department of Veterans Affairs information assets, systems, and sites.
The agreement establishes that contractors have no reasonable expectation of privacy when accessing VA systems and consent to monitoring, recording, auditing, and disclosure of their activities to authorized personnel without prior notification. Unauthorized access attempts or misuse of federal systems are prohibited and subject to criminal, civil, or administrative penalties under 18 U.S.C. §1030 and §2701. Contractors must comply with VA security and data privacy directives, report information security incidents, and follow established procedures for account access and closure. Key behavioral requirements include: using only authorized systems and software; not attempting to override security controls; granting access only to those with official need-to-know; protecting passwords; creating passwords per VA Handbook 6500 standards; using only FIPS 140-2 validated encryption for VA sensitive information; following VA Handbook 6500.1 for electronic media sanitization; obtaining prior COTR approval before public dissemination of VA information; and prohibiting unauthorized hosting of internet servers related to VA information assets. Additional requirements specify direct VA network connection whenever possible, prohibition of remote access from public computers, prohibition of simultaneous VA and non-VA network connections unless authorized, and mandatory adherence by any subcontractors to identical security requirements. Contractors must complete required information security and system-specific training. The document requires original signed acknowledgment and acceptance by the contractor employee, with return to the Contracting Officer's Technical Representative within the timeframe specified in contract terms.
