About this file
This is Attachment Four - Contractor Rules of Behavior from VA Handbook 6500.6, Appendix D, a mandatory user agreement governing contractor access to and use of Department of Veterans Affairs information systems, data, and facilities. The document establishes comprehensive behavioral standards and security requirements that all contractors must acknowledge and comply with as a condition of contract performance.
The agreement establishes that contractors have no reasonable expectation of privacy when accessing VA systems and consent to monitoring, recording, auditing, and disclosure of their activities by the Office of Information & Technology (OI&T), VA Office of Inspector General, and law enforcement personnel without prior notification. Contractors must comply with VA security and data privacy directives, report information security incidents, and understand that unauthorized access or misuse of federal systems is subject to criminal, civil, or administrative penalties under 18 U.S.C. § 1030 and § 2701. Specific behavioral rules applicable to all VA contractors include: following established procedures for user account requests and closures; using only authorized systems, software, and databases; obtaining VA CIO approval before using non-contractor-owned equipment for VA sensitive information; protecting passwords and information from unauthorized disclosure; using only FIPS 140-2 validated encryption; complying with VA Handbook 6500.1 for electronic media sanitization; obtaining COTR approval for public dissemination of VA information; prohibiting unauthorized internet server hosting; protecting government property; using only VA-authorized anti-virus and firewall software; completing required security and privacy training; directly connecting to the VA network when possible; and prohibiting remote access to non-public VA systems from public computers. Contractors must ensure subcontractors comply with identical security requirements and cannot circumvent security obligations through subcontracting. The agreement must be signed and returned to the Contracting Officer's Technical Representative (COTR) within the timeframe specified in the contract terms.
