a. The Government will award a contract from this solicitation to the responsible offeror whose offer conforming to the solicitation is most advantageous to the Government based on the best overall offer that is determined to be the best value to the Government. The following factors shall be used to evaluate offers and are listed in descending order of importance:
i. Acceptability in accordance with (IAW) solicitation and salient characteristics.
ii. Price
Rating Description
Acceptable Offer clearly meets the minimum requirements of the solicitation and specifications provided.
Unacceptable Offer does not clearly meet the minimum requirements of the solicitation and specifications provided.
The Contracting Officer shall conduct a price analysis in accordance with FAR 12.209. Offerors are cautioned that the award may not necessarily be made to the lowest price offered. The Government is more concerned with obtaining the best value than with making an award at the lowest overall price to the
Government. However, the Government will not make an award at a significantly higher overall price to obtain an offer that exceeds the minimum requirements of the solicitation and/or specifications.
b. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
c. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
IX. BASIS FOR AWARD / EVALUATION PROCEDURES:
a. The Government will first evaluate offers for acceptability. Award will then be made to the lowest overall price thus providing the best value to the Government. If only one “Acceptable” offer is received, the Government will attempt to determine price to be fair and reasonable through means other than competition.
b. Award will be made on the initial evaluation of quotes received in response to this RFQ. Therefore, offerors are cautioned to ensure that initial quotes contain your best terms from a technical and price standpoint. Offerors are further advised that any affirmative response in regards to FAR 52.204-24(d) will be reviewed to determine if award is in the best interest of the government. If award is not in the best interest of the government, the government reserves the right to determine the quote ineligible for award.
X. All firms must be registered and active in the System for Award Management (SAM) database at https://www.sam.gov/SAM/ to be considered for award. Quote must be directly submitted by the firm registered in SAM that is intended to be the successful awardee. Quotes submitted by another firm on behalf of a SAM registered company with the intention of being award “care of” will not be accepted. All quotes must include registered Unique Entity Identity, CAGE code, Tax ID, and small business status.
XI. Submit offer via email to (TSgt Benjamin Albers) at Benjamin.albers@us.af.mil. And A1C Jianna Dejesus at jianna.dejesus@us.af.mil. Submittal of multiple quotes will be treated as separate offers.
A Response to this RFQ must be received via e-mail no later than 11:00 A.M. Chamorro Standard Time
(ChST) on 17 April 2024. Emailed quotes must be received at the stated addressee email inbox on time and the addressee must be able to open the email and all attachments. No other email receipt will be acceptable. The Government does not accept responsibility for non-receipt of offers. It is the vendor’s responsibility to request and receive confirmation of quote receipt.
