About this file

This document is a federal procurement certificate template for the Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.225-7035, effective February 2024, addressing Buy American, Free Trade Agreements, and Balance of Payments Program requirements.

The certificate requires offerors to certify the country of origin for all line items subject to the Buy American-Free Trade Agreements-Balance of Payments Program-Basic clause. Offerors must identify end products in three categories: (1) domestic end products, which are presumed unless otherwise listed; (2) qualifying country end products or Free Trade Agreement country end products (excluding Bahraini, Moroccan, Panamanian, and Peruvian products), which the Government will evaluate without restrictions; and (3) other foreign end products, including those manufactured in the United States that do not qualify as domestic products, with domestic content percentages required when not wholly or predominantly iron or steel. For foreign end products not consisting wholly or predominantly of iron or steel, offerors must indicate whether domestic content exceeds 65 percent, except for commercially available off-the-shelf items. Additionally, offerors must identify all domestic end products containing critical components or critical items as defined in Federal Acquisition Regulation section 25.105. The certificate requires completion by an authorized representative with the offeror's name, CAGE Code, UEI, signature, title, and date.
