Single Source Justification (Simplified Acquisition)

Section A: General Contract Information Contracting Activity: 354th Contracting Squadron, Eielson AFB, Alaska

Project/Program Name: Hurst Power Tool Service

Section B: Description of the Supplies/ServicesRequired The Fire Department at Clear Space Force Station requires the contractor to provide annual service on the Hurst hydraulic and eDraulic rescue systems maintained in accordance with manufacturer’s recommendations. The following is to be maintained IAW PWS, Power Unit(2), Combi tool (1)and Cutter(1), Rams (1), Reels(2)/extension hoses(6), eDrualic Spreaders (1) and Cutter (1), eDraulic Rams (1), EWXT eDrualic Spreaders (1), EWXT eDraulic Rams (1), and Batteries(6)/Chargers(1)/Adapters(1), and Services will be for five years (one base year and four option years).

Section C: Justification for Soliciting from a Single Source or Brand Name As stated by Hurst Manufacturer letter effective as of October 14, 2020, the following HURST Jaws of Life dealers are authorized by HURST® to provide rescue equipment SALES and SERVICE to the United States Government and military market: Interstate Rescue, L.N. Curtis & Sons, MES Corporate Office. As a result, this acquisition should be performed under brand name procedures IAW FAR 13.106-1(b)(1).

Section D: Efforts to Obtain Competition

After conducting market research, the results indicated that there are three vendors licensed by Hurst Manufacturer to perform this service and are capable of conducting the required service. Only one vendor is registered as a small business (Interstate Rescue) in SAM.gov, under the stated NAICS Code 811310. IAW FAR 6.101(b), this requirement shall be solicited on SAM.gov as Full and Open Competition.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

This service is to be solicited Full and Open currently providing competition amongst vendors that hold the licensing by Hurst Manufacturer. The requirement will be viewed annually verifying the market prices have not changed substantially.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR13.106-1(b)(1), that the circumstances of this contract action deem only asingle source is reasonably available.
