About this file
This is a Sole Source (Including Brand Name) Justification document for the 673d Logistics Readiness Squadron (LRS) at Joint Base Elmendorf-Richardson, seeking to procure three Bobcat ToolCat UW56 utility work vehicles. The procurement is for vehicles with specific attachments including a 68-inch angle broom, an 80-inch light material bucket with a bolt-on cutting edge, and a 32" x 74" snow blower with 130CC motor, to replace aging skid-steer bobcats. The vehicles will support logistical operations for snow removal, towing, and lifting across 11 parking lots, with additional use for ground maintenance and asset movement.
The solicitation (FA500025Q0045) is dated 09/09/2025, with a funding level between >SAT and ≤$750K. Market research identified multiple small businesses capable of providing the Bobcat ToolCat UW56, with estimates received from Aviate Enterprises Incorporated, Craig Taylor Equipment, and American Material Handling, Inc. The Contracting Officer has determined that only the Bobcat ToolCat UW56, or an equivalent brand, will meet the requirement due to existing attachments and equipment familiarity. Future procurement will involve analyzing market opportunities and updating specifications based on user performance data.
