About this file
This is a Determination & Findings document authorizing single-source procurement for the 48 Contracting Squadron. The 321st Special Tactics Squadron requires a reach-back satellite terminal expansion kit from Paragon Micro to integrate with existing Klas Voyager networking modules. The requested equipment and software components include Voyager 8 QP chassis, Voyager 8 QP KlasKare, military specification batteries, VoyagerESR 6300, VoyagerESR 2.0 Klaskare, Cisco ESR6300 Network Advanced Software License, Voyager 1 KG-250X Bracket R3, and Voyager 1 Plus Chassis.
The justification for single-source procurement is based on brand-name requirements under RFO 11.204(a)(2)(ii), as the Klas Voyager ecosystem is a proprietary standard and only authorized, pre-integrated, and certified expansion modules can guarantee interoperability within the squadron's current C2 architecture. Although similar satellite terminal expansion kits exist in the commercial marketplace, none meet the specific integration and certification requirements. Market research confirmed that multiple authorized resellers of the requested modules exist, and competition will be pursued through Sam.Gov solicitation. The determination was approved by TSgt Trenton Twomey, Contracting Officer, 48th Contracting Squadron, USAF, on September 16, 2026, with authority delegated to the Contracting Officer under DAF Approval Authorities Matrix PM 26-C-11 and GSAR 538.7104-3(a).

DETERMINATION & FINDINGS
Authority to Solicit from a Single Source (at or below the SAT)
1. Agency and Contracting Activity: 48 Contracting Squadron
2. Nature and/or Description of the Action: 321 Special Tactics Squadron, Brand name Requiremen
A reach-back Satellite terminal KLAS expansion kit
3. Citation to the Appropriate Regulation:
(Contracting Officer Instruction: Select the applicable authority for this acquisition)
RFO 8.401 and GSAR 538.7104-3(a) (FSS Orders): The circumstances of the acquisition deem only one source reasonably capable of providing the products, services, or solutions.
RFO 11.204(a)(2)(ii) (Brand Name): The particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet the agency's needs or cannot be modified to meet the agency's minimum needs,.
RFO 12.102(a) (Commercial Products and Services): Only one source is available,.
RFO 13.101(b) (Noncommercial Products and Services): Only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization),.
4. Findings:
The 321st STS requires the procurement of a new reach-back satellite terminal expansion kit from Paragon Micro to integrate with Klas Voyager networking modules and have requested the following equipment/software:
Voyager 8 QP -KLAS-VOY-CHAS8-QP
Voyager 8 QP KlasKare -KLAS-KARE-CHAS8-QP-1
Mil Spec battery for Voyager 2 and Voyager 8 chassis. -KLAS-BATT-0008
VoyagerESR 6300 -KLAS-VOY-ESR-R2
VoyagerESR 2.0 Klaskare -KLAS-KARE-ESR-R 2-1
Cisco ESR6300 Network Advanced Software License -SL-6300-NA/DP-K9-
Voyager 1 KG-250X Bracket R3 -KLAS-VOY-1-250XBRACKET-R3
Voyager 1 Plus Chassis -KLAS-VOY-CHAS1P
The Klas Voyager networking platform is designed to provide vital, high-bandwidth, beyond-line-of-sight communications from a deployed Tactical Operations Center (TOC) to strategic command elements and global information networks. This satellite terminal expansion kit is purpose-built to integrate with the Klas Voyager networking modules already programmed for use within the squadron's C2 architecture. The Voyager ecosystem is a proprietary standard, and interoperability can only be guaranteed by using authorized and specifically designed expansion modules. Though similar satellite terminal expansion kits exist within the commercial market place, none offer a solution that is pre-integrated and certified for use within the squadron's current infrastructure. During market research it was confirmed via Paragon Micro that there are several authorized sellers of the module being requested by the 321st STS therefore competition will still be sought out via solicitation on Sam.Gov.
5. Determination: Based on the findings above, the proposed sole source or brand name action is justified under the applicable regulation.
6. Signatory Authority: (Contracting Officer Instruction: In accordance with DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51 for RFO 13.101(b) actions and GSAR 538.7104-3(a) for FSS orders, the Contracting Officer is the approval authority for these determinations).
