About this file
This is a Brand Name Justification document for federal contract requirement NB675030-26-01810 for Ericsson Equipment and Support. The acquisition is for new Ericsson products and services to be procured by the National Institute of Standards and Technology (NIST).
The justification establishes that only brand name Ericsson products and services will satisfy the requirement due to NIST's specific mission to study and characterize antenna patterns and emissions of cellular equipment, analyze cellular emissions topology within the United States, and develop measurement techniques to evaluate Ericsson systems. Original Equipment Manufacturer (OEM) Ericsson radio access network (RAN) equipment and software are currently installed in NIST's RAN test environment. The contracting officer asserts that warranted technical support must be compatible with existing Ericsson hardware and software to address broken, defective units, or software disruptions. The document emphasizes that without access to authentic Ericsson equipment, NIST cannot correlate real-world outdoor measurements to actual Ericsson device broadcasts, and testing results using alternative devices would lack relevance and validity. The justification was signed by Contracting Officer Clifford Nicholson on July 23, 2026.

BRAND NAME JUSTIFICATION
Requirement. NB675030-26-01810 Ericsson Equipment and Support
This is a brand name requirement for Ericsson Equipment and Support. This acquisition is for new Ericsson products and services.
This purchase must be BRAND NAME Ericsson products and services. NIST is tasked to study and characterize the antenna patterns and emissions of cellular equipment, to complete analyses of cellular emissions topology within the United States, and to develop measurement techniques to appropriately evaluate the Ericsson system. Original Equipment Manufacturer (OEM) radio access network (RAN) Ericsson equipment and software is currently installed in the RAN test environment. Warranted technical support must be compatible with existing Ericsson hardware and software in the case of broken or defective units or software disruptions. Without access to this Ericsson equipment, NIST will be unable to correlate real-world outdoor measurements to true broadcasts by Ericsson devices. Results from testing would not be relevant or valid if other devices were used.
