About this file
This is a Brand Name Justification memorandum from the Department of the Air Force, Air Education and Training Command, dated 03 March 2026, justifying a sole-source acquisition for a Lincoln Electric Torchmate 4510 CNC Plasma Table Flex Cut 80.
The 82 TRSS/TXTSD Trainer Development Flight requires a CNC plasma cutter table to cut patterns and shapes in sheet metal for hands-on aircraft maintenance trainer development and base support. Lincoln Electric is the only manufacturer that produces all machine components (table, plasma cutter, software, and training) as an integrated system with comprehensive customer service. The justification documents that extensive market research confirmed consumable parts are widely available from multiple vendors locally and online, while machine-specific repair parts and services are manufacturer-dependent. The Air Force conducted research to ensure future competition is not precluded and determined that consumable supplies will not be limited to a single source. The specific equipment requested includes the Torchmate 4510 with a 5'x10' cutting table, dual-phase power capability (50/60Hz, 208 VAC), pneumatic plate marking tool, consumable starter kit, dual-stage air filtration with moisture separation and dryer assembly, CAD CAM v10 Professional software, PlateGuard water table additive, and at least a 2-year warranty. The memorandum was approved by Kevin F. Bowers, TSgt, USAF Contracting Officer, and Carri K. Dulaney, CIV, DAF Section Chief.
