About this file
This is a Brand Name Requirements Justification memorandum from the Air Force Education and Training Command dated 28 January 2026, requesting approval for a sole-source procurement of six composite tool kits from Snap-on®.
The procurement supports F-35 aircraft maintenance training at Eglin Air Force Base, where current tool kits are inadequate due to significant wear and poor quality from a disparate collection of various brands. The justification cites FAR 8.405-6(a)(1)(B), establishing that only one source is capable of meeting the required specifications due to unique or highly specialized characteristics. The critical requirement is a lifetime tool warranty, necessitated by novice students with no prior hand tool experience, which increases the likelihood of tool damage during initial training. Market research identified Matco Tools® as the nearest competitor; however, Matco was deemed unsuitable because it does not offer a lifetime warranty. Inter-agency inquiries to Moody AFB, Langley AFB, Elmendorf AFB, and Cannon AFB confirmed that Snap-on® is the tool of choice across Air Force installations due to superior reliability, exceptional durability, and responsive customer support. The requested Snap-on® kits include professional-grade laser etching and custom-fitted shadowed foam inserts required for compliance with Sheppard AFB Instruction 21-208 regarding strict tool control and accountability to prevent Foreign Object Damage to aircraft. The agency committed to re-surveying the market for subsequent acquisitions to determine if new sources emerge capable of meeting the required standards. The justification was approved by the Contracting Officer and the Chief, Base/Specialized Acquisitions Team.

DEPARTMENT OF THE AIR FORCE
AIR EDUCATION AND TRAINING COMMAND
28 January 2026
MEMORANDUM FOR 82 CONS/PKA
FROM: 359 TRS/CC
SUBJECT: Brand Name Requirements Justification
1. Requirement Description. This document outlines the justification for the sole-source procurement of six (6) composite tool kits from Snap-on®. These kits are essential for supporting F-35 aircraft maintenance students at Eglin AFB.
2. Background and Deficiencies of Current Equipment. The existing composite tool kits are no longer adequate for the training mission. The tools currently in use are a disparate collection of various brands and models. They are in a state of significant wear and are of poor quality, which compromises the effectiveness and safety of the training environment.
3. Market Research and Justification for Sole Source. IAW FAR 8.405-6(a)(1)(B), "Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.” A critical requirement for this acquisition is a lifetime tool warranty, driven by the fact that many students are novices with no prior experience using hand tools, which significantly increases the likelihood of tool damage during initial training. Extensive market research confirms that Snap-on® is the only vendor capable of meeting the salient characteristics required for this procurement.
Competitive Analysis: Market research identified Matco Tools® as the nearest competitor.
However, Matco was deemed unsuitable as they do not offer a lifetime warranty, a critical requirement for this acquisition.
Inter-Agency Research: Inquiries were made with personnel at multiple Air Force installations, including Moody AFB, GA; Langley AFB, VA; Elmendorf AFB, AK; and Cannon AFB, NM. These organizations uniformly identified Snap-on® as their tool of choice, citing the brand's superior reliability, exceptional durability, and responsive customer support as key factors in their decision.
4. Additional Factors for Consideration. The requested Snap-on® tool kits include professional-grade laser etching and custom-fitted shadowed foam inserts. These features are not merely cosmetic; they are crucial for ensuring full compliance with Sheppard AFB Instruction 21-208, which mandates strict tool control and accountability to prevent Foreign Object Damage (FOD) to aircraft.
5. Actions to Mitigate Barriers to Competition. The agency has conducted exhaustive online and direct-to-vendor market research to identify all potential suppliers. While no other sources were found that could meet the government's minimum requirements for this acquisition, the agency remains committed to promoting competition. For all subsequent acquisitions of these supplies and services, the market will be surveyed again to determine if new sources have emerged that are capable of meeting the required standards.
