About this file

This document is a Single Source Justification (Simplified Acquisition) for the 2d Contracting Squadron, specifically for an electric forklift battery replacement. The document justifies procuring a Deka battery for a Hyster Forklift, Model J50XN-28, owned by the 2d Logistics Readiness Squadron/Vehicle Management Flight. The justification stems from technical and operational considerations, noting that continuing with the Deka brand is critical for maintaining equipment compatibility, safety, and reliability. Specific reasons include the forklift's existing configuration with Deka's unique connector types, locations, polarity, and the battery compartment's precise design around Deka battery dimensions.

The contracting officer, Thomas Hutchins (GS-13, DAF), determined on 05-Sep-2025 that, in accordance with FAR 13.106-1(b)(1), only a single source is reasonably available for this procurement. The document indicates this is a one-time battery replacement that will not require future acquisitions of this specific battery brand, and no other heavy equipment will need this particular battery. The document is marked "FOR OFFICIAL USE ONLY" and was created in March 2018, with a contract identification number of FA460825QS063.

Single Source Justification (Simplified Acquisition)

FOR OFFICIAL USE ONLY

March 2018 FOR OFFICIAL USE ONLY Page 1 of 2

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 2d Contracting Squadron

Project/Program Name: Electric Forklift Battery

Section B: Description of the Supplies/Services Required

2d Logistics Readiness Squadron/Vehicle Management Flight owns a Hyster Forklift, Model J50XN-28, that requires replacement of the battery.

Section C: Justification for Soliciting from a Single Source or Brand Name

After a review of technical requirements and operational considerations, it has been determined that continuing with the existing brand --Deka --is critical to maintaining equipment compatibility, safety, and reliability. While other battery brands may offer similar voltage and capacity specifications, several key factors make Deka the only acceptable option for this replacement. The forklift is currently configured to Deka's specific connector types, locations, and polarity. Using a different brand could require re-routing or replacing cables and introduce risk of polarity mismatch. Also, the battery compartment is designed around the exact dimensions and mounting configuration of Deka batteries. Other brands may have slight variances that prevent secure fitting.

Section D: Efforts to Obtain Competition

Section E: Steps to Preclude Future Single Source or Brand Name Awards

There should not be any future requirements for this battery as this battery replacement should only occur once in the lifetime of this forklift. No other heavy equipment will require this brand battery.
