About this file
This document is a Single Source Justification for a simplified acquisition contract to purchase a Bobcat Toolcat Utility Work Machine and related attachments for the Department of the Air Force's 673d Contracting Squadron at JBER, Alaska.
The Air Force has a requirement for a Bobcat Toolcat Utility Work Machine and attachments including an 80" light material bucket, 84" snow angle blade, and 105" hose assembly, primarily for snow removal, towing, and lifting operations on the flight line. The contracting officer has determined that the currently owned Bobcat Toolcat attachments, valued at approximately $14,000, are compatible only with the Bobcat brand, justifying a sole source procurement. A market survey found Bobcat Toolcat attachments to be proprietary, but multiple small businesses in the area can supply the equipment. The requirement will be posted as a 100% small business set-aside. Future procurements should consider brand-neutral systems to avoid duplicating attachment costs.

Single Source Justification (Simplified Acquisition)
CUI
November 2018 CUI Page 1 of 2
Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: Department of the Air Force, 673d Contracting Squadron, JBER, AK 99506
Project/Program Name: Tool Cat Utility Work Machine
Purchase Request / Local ID Number:
Estimated Contract Cost (including Options): $73,207.21
Section B: Description of the Supplies/Services Required
3 MXS has a requirement for an attachment capable Bobcat Utility Work Machine Brand Name or Equal (Item Number: M1225) with the following attachments: Approximately 80" Light Material Bucket with bolt-on Cutting Edge, Approximately 84" Snow Angle Blade and Removable Pusher Box, 105" Hose assembly attachments Plus.
The Utility Work Machine is primarily used for snow removal, towing and lifting as required for fabrication operations on the flight line. Brand Name Justification is being submitted for the Bobcat Toolcat due the unit currently owning multiple attachments that are compatible with the Bobcat Toolcat Utility Work Machine. The replacement cost for these attachments is estimated to be approximately $14,000.00.
Section C: Justification for Soliciting from a Single Source or Brand Name
FAR 13.106-1(b)(1)(i) provides that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The contracting officer has determined that due to the currently owned attachments being compatible with the Bobcat Toolcat, only Bobcat Toolcat Brand Name or equal will meet the needs of the requirement to avoid duplicating over $14,000.00 in replacement costs for currently owned attachments.
Section D: Efforts to Obtain Competition
A survey of the market was conducted and it was found that Bobcat Toolcat attachments are proprietary in nature to the Bobcat Toolcat. However, there are multiple small businesses in the area that supply this equipment. This requirement will still be posted as a 100% SB Set-Aside to SAM.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Future Brand Name awards should be considered throughout the life of the currently owned Bobcat Toolcat to avoid duplication costs. Maintaining multiple systems with differently compatible attachments is not practical due to the nature of flight line clearing and maintenance operations. When the currently owned Bobcat Toolcats have reached their end of life, Contracting Officers should consider system replacement to a brand that offers universal attachments.
