About this file

This document is a Brand Name Justification for a federal contract opportunity to provide 3 EA 75-inch SMART Technologies interactive displays at Sheppard AFB, Texas. The justification explains that the SMART brand is required to maintain product continuity and compatibility with existing mounts, allowing a smooth transition and minimal disruption to classroom instruction. Market research indicates the SMART displays offer the desired functionality and capabilities that the agency requires. The related federal contract opportunity is a Request for Quotes (RFQ) with a solicitation number of FA302024Q0086, issued by the 82d Contracting Squadron of Sheppard AFB. The requirement is a total small business set-aside, with an NAICS code of 334111 and a size standard of 1,250 employees. The RFQ will close at 2:00 PM CST on 19 Aug 2024, with all questions due by 16 Aug 2024. The agency anticipates awarding a single Firm Fixed Price contract.

DEPARTMENT OF THE AIR FORCE

AIR EDUCATION AND TRAINING COMMAND

30 July 2024

MEMORANDUM FOR 82 CONS/PKA

FROM: 363 TRS/CC

SUBJECT: Brand Name Requirements Justification

1. Description of the Supplies/Services: Currently, all our interactive displays are of the

SMART brand. These displays, which are set to replace the outdated SMART boards, are already compatible with the mounts that we currently have. This compatibility ensures a smooth transition to the new displays, allowing our instructors to continue their classroom instruction with minimal disruptions and as uniform as possible.

2. Efforts to Obtain Competition: 363 TRS has previously purchased SMART Board interactive displays. We must continue using the SMART brand for our interactive display needs to maintain product continuity and expand our classroom capabilities. Other models have similar capabilities but are slightly different from the SMART brand.

3. Market Research: The SMART brand interactive displays are available for purchase in the

GSA catalog, and this make and model represents an upgrade from the previous ones. Our current mounts are the SMART brand mounts and are compatible with the upgraded ones.

4. Other Factors: We selected this brand and screen size based on our positive experience with our current brand and screen size. The quick response time and clear picture quality facilitate a more student-centered learning environment for our students. Our instructors are well-versed in using the SMART brand interactive displays and have even attended a training session offered by the faculty development team.

5. A Statement Of The Actions, If Any, The Agency May Take To Remove Or Overcome

Any Barriers To Competition Before Making Subsequent Acquisitions For The Supplies

Or Services Required. 363 TRS has reviewed many other sources of interactive displays, but none of them have the exact functionality and capability of the SMART brand interactive display. I believe it is in the Government's best interest to reserve this requirement for the

SMART brand interactive displays.
