About this file

This document is a Sole Source (Including Brand Name) Justification for a Firm-Fixed Price contract for commercial items. The 99th Contracting Squadron at Nellis AFB, Nevada is seeking to purchase Well Materials for the 820th Red Horse Squadron, specifically requiring Baroid drilling chemicals detailed in two attachments. The acquisition is a partial brand name restriction for well drilling fluids, with no service or construction components.

The justification is based on the unique requirements of the 820 RHS, which has standardized training and operational procedures exclusively using Baroid chemicals. Market research confirmed at least three small businesses can provide the materials, with three specific contractors (BHPE LLC, SpendsSmart Group LLC, and Prymol Business Management Inc.) expressing interest. The contracting activity determined that switching to alternative chemical products would risk incompatibility with existing protocols, potentially requiring personnel retraining and new equipment, thus compromising mission readiness and operational continuity.
