About this file
This document is a Blanket Purchase Agreement (BPA) for cloud computing services established by the 55th Contracting Squadron at Offutt Air Force Base, Nebraska.
The BPA procures access to Amazon Web Services (AWS) in the form of credits, compliant with the Department of Defense Cloud Computing Security Requirements Guide. The ordering period runs from August 1, 2026, through July 31, 2031. Purchase limitations restrict individual callers to a maximum of $25,000 per call and $500,000 throughout the BPA's lifetime. Only individuals designated on an authorized caller list or Contracting Officers may place calls. The contractor must accept Government Purchase Card (GPC) as the payment method and submit itemized invoices for each call or monthly, whichever occurs first. Invoices must include supplier name, BPA number, call number, purchase date, caller identity, itemized services, quantities, unit prices, total prices, and delivery date. The contractor must submit one original price list effective for one year and resubmit revised price lists at least ten calendar days before expiration. The U.S. Government reserves the unilateral right to cancel the BPA with written notice, while the contractor may terminate with thirty days' written notice. Normal duty hours are 7:00 AM to 5:00 PM Central Standard Time, though calls and work may be performed outside normal hours with approval from a warranted Contracting Officer. Administrative authority rests solely with the Contracting Officer, Casey Hupton, at 55th Contracting Squadron/PKB, Offutt AFB, NE 68113, telephone 402-232-1475, email casey.hupton.1@us.af.mil.
