The Government does not intend to provide a direct response to the inputs provided. Please limit the response to no more than 15 pages.
TOPIC A:
The Government is considering the structure of this requirement to be a Single Award Indefinite Delivery Indefinite Quantity type contract over the issuance of a C-type or F-type (Task Order(s) issued under a Multiple Award Contract) contract with the utilization of Technical Direction Letters to maintain appropriate management of individual projects, customers, funding, etc. The Government would appreciate feedback on the proposed contract type, the inclusion of a completion based CLIN (CPFF or FFP) and any examples of where these contract types did or did not work well for historically similar scale and complexity of requirements.

Please provide input with regards to labor categories, skill levels, and rationale for consideration as “professional”.
TOPIC E Company Response:
TOPIC F:
The Government is seeking industry input to support the development of the cost proposal requirements. Similar to the current contract, the Government anticipates an average of 4 - 6 concurrent task orders with an average of 100 individual unique projects across all task orders. Specifically, the Government is requesting industry provide their estimated labor categories, skill levels, level of effort hours requirements per year, and description the anticipated contract management activities for this IDIQ that would NOT be covered under the proposed indirect rates. The purpose of this request is to ensure the Government is adequately accounting for those overarching management activities in the labor categories, skill levels, and level of effort hours in addition to those required for the direct technical project work. Additionally, the Government is open to other suggestions from industry on how these aspects should be addressed in the RFP both technically and from a cost prospective, for example “Should we allow the Contractor to propose their own labor mix and hours based on background information versus having the Government provide the mix and hours?”
TOPIC F Response:
TOPIC G:
The Government is considering the use of alternative contracting approaches for this requirement. Specifically, the Government is considering the inclusion of the ability to issue Fixed Price orders for highly defined deliverable based projects to be performed predominantly at the Contractor site(s) and/or highly stable level of effort requirements at both the Government site and Contractor site(s). Please provide your feedback on this potential approach including how the Government should include in the pricing or establishment of the basic contract ceiling and recommended criteria the Government should consider before electing to use Fixed Price over Cost Plus Fixed Fee Level of Effort. Please include the impact to your ability to perform or the likelihood to propose for the requirement.
TOPIC G Company Response:
TOPIC H:
The Government wants to understand if there are any barriers prohibiting competition within Industry with respect to this procurement.
