Contractor shall establish an operating plan that outlines the timing of the work to be completed by the termination date set within the contract.

LOCATIONS AND DESCRIPTIONS

The Frying Pan Stewardship sale is located in Delta County MI and is approximately 3 miles east of Forest Highway 13 and 9 miles north of US Highway 2 Nahma junction.

Primary access into this sale will be from CR 442 and FR 2223 spur roads.

Contractor needs to comply with Hiawatha NF Motor Vehicle Use Map when using a vehicle, including off-road vehicles, while carrying out contract activities.

Payment Unit boundaries are designated with three vertical spots facing into the unit, a vertical line on each side of the bole facing the direction of the boundary and a stump mark with ORANGE paint (where the road is the Payment Unit boundary only the corners are painted at the road).

PRE-WORK CONFERENCE

A conference will be held prior to the start of work on any contract awarded under this BOA. The Contracting Officer (CO) and/or Contracting Officer’s Representative (COR) will meet with contractor to discuss contract items, work performance requirements, government furnished materials and work conditions pertaining to the contract. The

Hiawatha National Forest, Rapid River Ranger District Frying Pan Stewardship Sale Timber Marking Contract contractor’s operating plan outlining the schedule of performance, inspection system, and any other submittals required will be due at this time. Location of conference will be determined by the Forest Service, in consultation with the contractor. The CO will contact the contractor to schedule the pre-work conference to take place within 15 days of award.

MARKING AND CRUISING DESCRIPTIONS

CUT-TREE-MARKING - Bid Item(s) #1-5

Contractor will mark every tree designated for harvest, as described in the silvicultural prescription and cruise plan, with a slash of paint at breast-height on two opposite sides of the bole and one stump mark.

VOLUME DETERMINATION: CUT TREE MARKING - Bid Item(s) # 6-10 Contractor will tally every tree designated for harvest, as described in the silvicultural prescription. Trees tallied will be designated for harvest with a slash of paint at breast-height on two opposite sides of the bole and one stump mark. Cruising will be accomplished as indicated in the cruise plan.

VOLUME ESTIMATION REQUIREMENTS FOR ALL TYPES OF CRUISING

Cruising of federal timber shall only be done by individuals that meet Region 9 Forest Service Timber Cruising Handbook (FSH 2409.12) and Qualified Cruiser Reference Guide Standards.

Contractors that have not previously provided documentation of R9 certified cruisers must submit that as part of their bid package for their bid to be considered.

The Hiawatha National Forest will accept proof of certification from any of the other five Lake States National Forests. To maintain certification, cruiser must have actively cruised federal timber within the previous calendar year.

STAND DESCRIPTION

Well stocked sugar/red maple stand with a component of hemlock and small amounts of paper/yellow birch.

Beech has mostly died out. Stocking is heavy in the 12 inch and larger size classes.

Dense beech/balsam fir regen in much of the stand.

FR 2223 borders the west side of the stand with FR 2223K in a loop through the center of the stand. The loop road is not drivable except at the two ends on 2223.

No identified raptor nest locations on or near the treatment area.

Forest plan direction for MA 4.2: To provide conifer timber products to the regional economy and to manage conifer for wildlife habitat for species such as red squirrel, American marten, Kirtland's warbler and pine warbler.

Species Composition: Red pine with a mixture of jack pine, oak, aspen, white pine and northern hardwoods. A mixture of conifers and hardwoods are evident along lakes and streams.

SHORT- AND LONG-TERM OBJECTIVES

Long term objective: Maintain or improve the desired amount, age classes and species composition of hardwood dominated stands in MA 4.2.

Short term objective: Thin to improve the growing conditions for selected trees and provide the conditions necessary for the regeneration of tolerant and mid-tolerant northern hardwood trees.

Other activities needed to achieve silvicultural objective: None

DESIGN CRITERIA and MITIGATION MEASURES Soil/Watershed: Preferred operating season is spring, fall, winter; if dry conditions create excessive disturbance use slash to support machinery or delay operations.

Timber

• Seasonal Restrictions: None but note soils guidance above.

• Logging Analysis:

SKIDDING AND YARDING RESTRICTIONS – Log decks should not be located adjacent to system roads.

Wildlife

• Not within a known raptor nesting area; contact the district wildlife biologist if goshawk or other raptor activity is noted.

Leave a minimum of 2, and up to 5, live den trees/acre unless they present a safety concern. Two of these should be large maple if possible. If felled for safety reasons they should be left as coarse woody debris.

• Two to 10 snags/acre should be retained with average dbh of 11". Leave all unless an immediate safety concern.

VQO, Scenery and Slash Disposal

• Modification Visual Quality Objective for stand. No slash allowed remaining in roadways except if the roadway is to be obliterated.

Recreation: None Botany: Equipment cleaning clauses will be enforced to limit the spread of NNIS.

LAYOUT INSTRUCTIONS AND OTHER REMARKS

MARKING GUIDE:

Silvicultural Objective this entry: TSD: 819 Avg. DBH: 13-15 Seral: Late BA: 80 Harvest method & code: 4151 – Single tree selection Est. Volume: 90 cds Vol/acre: 5 cds Percent of stand salvage – 10%; some dying beech that might still be available.

Detailed Marking Instructions: This is a well-stocked maple stand that is deficient in the smaller size classes, 6-10 inches, and over-abundant in the 12 through 20-inch size classes.

The priority of marking will be improving the size class distribution. Mark to 80 BA in the 12 through 20-inch sizes. The remaining size classes are at or below the desired level. Maintain any yellow birch if it looks like it will survive for the next 15 years. Use the chart as a guideline but If there is a question between diameter distribution and better-quality trees; Quality trees are always more important than diameter distribution.

Note the wildlife requirements for live den trees and snags. Also notify the district wildlife biologist if you find any raptor nests or (especially) goshawk activity.

Mark to create 2 to 4 canopy gaps per acre (larger gaps = fewer/acre, smaller gaps=more/acre). Gaps should range from 30 to 55’ in diameter (in the canopy), with larger gaps located adjacent to hemlock or yellow birch.

Roughly 8% of the stand should be in new gaps.

Third priority is to improve stand quality by removing trees (in order of precedence): 1) that won’t make it to the next entry; 2) defective trees that won’t increase in value any longer unless left for wildlife; and 3) trees with poor form. Most of this priority can be achieved when selecting for diameter distribution or canopy gap locations.

Residual BA should be 75-85 sq. feet (depending on initial stocking) in trees greater than 5” DBH (BA will be lower in and around canopy gaps and higher away from gaps).

• Record on the GPS map of the PU anything of note found in the unit (corner monuments, trails, low BA areas, slope, etc.) that were not identified during layout. Shade in the area that was marked at the end of each day.

• Touch up any riparian management zone (RMZ) boundary flagging and follow BMP guides (attached) while marking in the zone.
