The year-end financial statements must be certified by an independent accounting firm, if practicable, or at least by an authorized officer of the organization.Providing financial statements and Statements of Cash Flows was originally required for the Dobbins ARB, GA Solicitation but the requirement was removed. Please clarify if this is the Government's intent or a carryover from a previous solicitation.Please review and follow the requirements of the Youngstown acquisition. This is a completely different and separate acquisition from Dobbins.
2Section LL.4.114The offeror is encouraged to submit applicable Performance Work Statement (PWS), Statement of Work (SOW), or Statement of Objectives (SOO) for all efforts submitted for past performance evaluation.The PWS, SOW or SOO can be a multitude of pages (i.e. 100+). Is it the Government's intent for the Contractor to provide this for every Past Performance reference submitted by the Contractor?As stated in Attachment 18 Section L, paragraph L4.1, Offerors are encouraged to submit applicable Performance Work Statement (PWS), Statement of Work (SOW), or Statement of Objectives (SOO) for all efforts submitted for past performance evaluation.
3Section LAttachment 23, Past Performance Questionnaire17As we know, the completion of Past Performance Questionnaires can be burdensome on the evaluators. With most, if not all, of the ARB BOS contracts coming up for re-compete in the near-term, an offeror may rely on the same past performance reference(s) from one solicitation to another. The evaluators will be asked to complete effectively the same PPQ multiple times in quick succession.
If a PPQ has been submitted to AFRC under a recent (2023) ARB BOS solicitation, can the offeror indicate the point of contact and context (i.e., contract number) of that PPQ on the Past Performance FACTS Sheet for AFRC to retrieve independently?Each solicitation is independent of one another. It is the responsibility of each offeror to provide the necessary documents, the Government requires for each solicitation. To be considered in this solicitation, all relevant Past Performance Questionnaires (PPQs) must be submitted. The Government will not independently retrieve.

13Tab FPWS F5.3.2.6Is special licensing required to perform Aircraft Fire Training Facility semi-annual inspections?There is no know specific licensing required to perform semi annual inspections. However, it is incumbent that the technician conducting the inspection be knowledgable in the systems used on the facility. For example there is a gas line as a system and inspection should be done under an experienced technician that is familiar with gas line inspections.

19PWS TAB FF5.3.2.3.3; F-TE-6 CUI YARS PM 20230602 v2F-15The KTR shall operate, maintain, and repair the industrial wastewater pre-treatment plant, building 309. The KTR shall operate the pre-treatment plant to ensure the industrial wastewater pre-treatement requirements are met. Such operations shall include general operations of plan equipment, valves and piping, sampling, field testing and packaging of samples for lab analysis, along with other related services. All operations shall be accomplished in accordance with the pre-treatment facility operations manual.PWS paragraph F5.3.2.3.3 Industrial Wastewater Pre-Treatment Plant cites that, “The KTR shall operate, maintain, and repair the industrial wastewater pre-treatment plant, building 309. The KTR shall operate the pre-treatment plant to ensure the industrial wastewater pre-treatment requirements are met. Such operations shall include general operations of plant equipment, valves and piping, sampling, field testing and packaging of samples for lab analysis, along with other related services. All operations shall be accomplished in accordance with the pre-treatment facility operations manual.” F-TE-6 CUI YARS PM 20230602 v2 at tab IWW Treatment clearly notes specifically the weekly and monthly Maintenance Actions Required. Does this facility require an on site Wastewater Treatment Technician to operate the facility 24/7/365 to assure proper functioning and operation in addition to the stated Maintenance Actions Required?No, the Wastewater Treatment plan does not require a technician to operate the facility 24/7/365. Please refer to F-TE-6 work load estimate.
20PWS TAB FF5.3.1.1 Cranes & Hoists-AF PMTLF-11F5.3.1.1 Structures. The Subcontractor shall inspect, repair, replace, certify, and load test items such as, but not limited to; fixed ladder systems, cranes and hoists,For the Inspections service will it be MONTHLY inspections or ANNUAL inspections. In addition, there are two unique PMTL identifiers called out in the crane list and referenced on the right hand side table; there are then 8 unaccounted for PMTLs. How many cranes are within the 8 unaccounted for PMTL? Could be 10 each, could be 1 each. Is there an estimate on the amount of hoist/winch and chain/cables that need inspected? This is important because we have seen cases where a customer asks us to inspect a set in a day and we go and there are 100 of these which would take an entire week.

39PWSF5.3.3.1F-20The paragraph states "To benchmark all fire systems regardless of prior inspection date and required frequency, the KTR shall schedule and complete within the first performance period, all Inspection, Testing and Maintenance (ITM) requirements listed in UFC 3-601-02, including the one (1) year, two (2) year, five (5) year, and ten (10) year. On ten (10) year ITM tasks, record the gauge inspection/manufacture date. If the date cannot be determined, or if it exceeds the ten (10) year requirement, replace the gauge."Due to the additional cost on having theses items done in the first year is the PWS stated correctly? When was the last five-year conducted on the Fire Protection and Mass Notification System?1) PWS is stated correctly, the Government requires the one (1) year, two (2) year, five (5) year, and ten (10) year Inspection, Testing, and Maintenance (ITMs) actions.
40PWSF5.3.2.2F-14The Paragraph states " Maintain, repair, replace, modify, and operate the interior and exterior electrical distribution systems to include for example, but not limited to: exterior electrical overhead distribution systems, underground distribution systems, substations, switching stations, electrical vaults, exterior lights, traffic lights (post-mounted & suspension), facility lights, rotating beacons, and all related real property, accountable RPIE, and associated non-RPIE items.Will the government provide the lift to conduct the maintanance on the rotating beacon?Any equipment needed for the performance of FFP preventive maintenance, not supplied in Attachment 3 GFE, shall be supplied by the contractor.
41PWSA13.2A-15Paragraph states"Personnel shall ensure all airfield equipment is working properly and display an operational rotating yellow beacon light or flashing yellow lights."What is the PM frequency to clean the lense on the rotating beacon? What is the make and model of the Rotating Beacon?1) The reference provided does not coincide with the question presented. Based on the Attachment 1, Performance Work Statement, 20230613, on referenced paragraph A13.2, the rotating beacon is affixed to the motor vehicles on the flightline, please see the PWS.

2) The rotating beacon is a reference in Tab F and associated with F-TE-6 PMLT AFPMTL D5095250195008, the glassware will be cleaned and polished bi-monthly (every other month).

3) Make and model of the Rotating Beacon -

42PWSF3.13F-4Paragraph states "The KTR shall validate, maintain and update (as needed) the PM program in NexGen IT IAW F5.2.1."Is the PM inventory currently maintained in NexGen or will the KTR need to input the inventory?The KTR will need to continue to input the PM inventory in NGIT.
43PWSF3.11F-4Paragraph states "The Air Force approved CMMS is NexGen IT. BUILDER™ is the primary Air Force Sustainment Management System (SMS). The online training for BUILDER can be found on the AFCEC SMS webpage. All training requests for BUILDER shall be requested through the COR.What clearance is required to access the CMMS? Will a CAC be required for this system or SIPR access?The T1 Favorable is required for access. A Common Access Card (CAC) is required for access to NexGen IT, no SIPR required.
44PWSF4.3F-6Paragraph states "Daily the KTR shall input the actual craft hours, rate, material, and subcontract costs on the Direct Entry Cost Form, and detailed remarks, including corrective actions and materials used, for all WT in NexGen IT."Are the labor categories and rates currently populated in NexGen IT?Yes
45PWSF4.1.1F-5Paragraph states"For equipment or PM requirements that are not trackable in NexGen IT, the KTR shall furnish software/programs to develop PM Plans and Programs and structure the PM approach to maximize efficiency and cost benefits."What PM requirements are not trackable in NexGen IT?Non-facility equipment items/tasks that do not have an AFPMTL or RSMeans task list cannot be tracked in NextGen IT at this time. Examples include Mechanical Room Inspections, meter reading, Sweeping, etc.
46PWSC5.6.4.1C-11Paragraph states "The KTR must provide justification for all vehicles or equipment that have been NMC for maintenance for five (5) business days or more and are not in a Non-Mission Capable Supply (NMCS) status. Weekly updates must be provided to the COR/AO for any work orders that are not NMCS for over five (5) business days or in an NMCS status for over ten (10) business days. (See C-TE-1, SSC17)"During the site visit there was NMC equipment in the equipment yard that appeared INOP, flat tires. Does this equipment belong to the KTR or Government.The equipment described was located in a Defense Reutilization and Marketing Office (DRMO) area and is considered DRMO property belonging to the USG.

Ensure building temperatures are within specified ranges.Will the computers and software for the EMCS and DCS controls be provided to the contractor?The equipment and software to access EMCS will be provided to the KTR by the USG.

No, Youngstown does not have an PMRP Operating Instruction (OI). No, the Government does not expect the KTR to create an OI. The PWS states the KTR will only be the "Monitor/Focal Point."

DAFMAN 23-122, Materiel Management Policy, states in paragraph 6.3.5 Precious Metal Returns, the "PMRP Managers" will ensure OIs are developed and implemented as required.

49BB2.3.2B-4...provided by the Decentralized Materiel Support (DMS) Function.Can the government confirm receipt from DMS or, IAW DAFMAN 23-122, would it be Plans, Scheduling and Documentation (PS&D)?See Attachment 1 Performance Work Statement, paragraph B2.3.2 is reserved in the Youngstown PWS.

54BB3.2.1B-8The KTR shall advertise, schedule, and conduct training based on customer needs and provide certificates…Is the KTR responsible for developing their own Block I, IIa, IIb, III training?General Supply Indoctrination (Block I), Bench Stock Management (Block IIA) and Repair Cycle Management (Block IIB) are now available in MyLearning. Currently, there is no web-base training for Block III, therefore, the KTR is responsible for developing the training.

Block III, supplemental training is based on AFI (Equipment custodians requirement). Warehouse and Readiness Spares Package (RSP) training uses Career Field Education and Training Plan (CFETP) specific tasker that are AFI, AFMAN, AFH, DoDI, & DLM driven.

55BB3.2.4.1B-8...Provide M10 to AO for signatureIs the contractor required to conduct "in person" briefing of the M10 with the Accountable OfficerSSB16, B.3.2.4.1 - All supporting documentation with AO approval to adjust record balances are filed with the M10 and certified by the AO 100% of the time by the 10th of the month. "In person" briefing with the AO are provided only upon KTR request.
56BB3.4B-11The KTR shall obtain the Supply AO approval when corrections of inventory discrepancies require reverse posts, inventory adjustmentsIs the contractor required to obtain AO approval on all inventory adjustments even if they meet automatic adjustment per DAFI 23-101?No. AO approval on automatic adjustments is not required unless the adjustment is over $1,500. Currently, for any adjustment over $500 the KTR will research and try to resolve before pushing the automatic adjustment through.
