About this file

This is an informational sheet issued by the State of Michigan's Wage and Hour Division (WHD-9917, November 2025) regarding prevailing wage requirements and fringe benefit crediting on state projects. The document provides comprehensive guidance on which fringe benefits may be credited toward prevailing wage rate payments for construction mechanics, including vacation, dental insurance, vision insurance, health insurance, life insurance, tuition assistance, bonuses, and 401(k) employer contributions. When fringe benefits are not paid on an hourly basis, the hourly credit is calculated by dividing the annual value of the benefit by 2,080 hours per year (52 weeks at 40 hours per week), with the document providing detailed examples demonstrating how various benefits are converted to hourly credits totaling $3.65 in the sample calculation.

The document explicitly identifies items that will not be credited toward prevailing wage payments, including legally required payments such as unemployment insurance, workers' compensation insurance, and FICA contributions; reimbursable expenses such as clothing allowances, uniform reimbursements, gas allowances, travel time, and meals or lodging; and other non-wage payments such as industry advancement funds and financial or material loans. This informational guidance applies to the HMA Cold Mill & Overlay M-18/M-61 project for the City of Gladwin in Michigan and establishes the framework for compliance with prevailing wage requirements on this state-funded construction project.
