Description: Recently, the workforce has been required to work remotely due to the COVID-19 pandemic. As a result, there is a critical need for headsets and cameras in order to better serve the workforce’s ability to work from home. Without the required headsets and cameras, teleworking efficiency is significantly reduced due to the lack of ability to fully communicate and collaborate with large groups. The headsets and cameras enable users to take advantage of several collaboration tools, to include Skype for Business, the Microsoft 0365 Suite, etc. This will also allow users to hold conference calls, where they can speak to, listen to, and see each other, fostering important dialogue to allow business operation continuity.
The command needs to support 1476 users with this effort. Based on market research, Logitech C925E BUSINESS WEBCAM and Logitech H390 USB COMPUTER HEADSET are the only products that meet specifications and are certified and tested to work on NMCI assets.
UniqueCharacteristics: Only certain models of webcams and headsets are allowed on NMCI. Of those Logitech C925E BUSINESS WEBCAM and Logitech H390 USB COMPUTER HEADSET are the most effective at meeting the commands requirements. These webcams and headsets have been tested and certified on the NMCI network, and are shown to operate in a quality manner for all apps supported by NMCI. The NMCI assets require that all components be connected via USB, and Logitech devices are known to work successfully with NMCI. The associated drivers must be plug and play with Windows OS and they must not have flash memory. The Logitech products have been fully tested for risks such as these that could lock a users’ computer. Consideration of any alternatives would require an unacceptable delay due to the loss of familiarity with Logitech products. Additionally, alternatives would cause an unreasonable additional cost due to the time spent finding other devices that work on NMCI.
Explain: The Government intends to solicit through betaSAM to any small business vendors that can provide the required Logitech brand name items. To replace these brand name products would require considerable delays finding an alternative that is tested and certified to work as required on NMCI assets. This would represent a significant duplication of costs and unacceptable delays. Under FAR 6.302-1(c), only the required brand-name items will fulfill the agency's needs.
StatementOfActions: For the reason set forth in Paragraph 5 , NAWCTSD has no plans at this time to solicit for items other than the brand name items discussed in Paragraph 4. Logitech provides a solution, which meets all requirements. Other solutions may pose a risk at this time as they have not been fully tested to be compatible with NMCI. The Government intends to solicit through betaSAM as a small business set-aside, to any qualifying vendors who are capable of providing the brand-name items. For future acquisitions, the Government will monitor the market place to see if there are any other items that will meet specifications and are compatible with NMCI before limiting sources.
