About this file

This is a Register of Wage Determinations under the Service Contract Act issued by the U.S. Department of Labor, Employment Standards Administration, Wage and Hour Division, dated June 12, 2023 (Wage Determination No. 2015-5797, Revision 22).

The wage determination applies to service contracts in Pennsylvania, specifically Monroe County, and establishes minimum wage rates and fringe benefits for covered workers. Contracts entered into on or after January 30, 2022, must comply with Executive Order 14026, requiring a minimum wage of $16.20 per hour (or the applicable wage rate listed if higher) for all hours spent performing contract work in 2023. Contracts awarded between January 1, 2015, and January 29, 2022, that are not renewed or extended on or after January 30, 2022, must comply with Executive Order 13658, requiring a minimum of $12.15 per hour. All occupations listed receive health and welfare benefits of $4.80 per hour (up to 40 hours per week, $192.00 weekly, or $832.00 monthly), with an alternative rate of $4.41 per hour for contracts also covered by Executive Order 13706 regarding paid sick leave. Additional benefits include two weeks paid vacation after one year of service and three weeks after ten years, with a minimum of twelve paid holidays annually. The determination includes detailed wage rates for over 200 occupational classifications ranging from $10.76 to $52.40 per hour, with numerous classifications marked with asterisks indicating potential eligibility for higher minimum wages under Executive Orders 14026 or 13658. Special provisions apply to computer professionals exempt under FLSA, air traffic controllers and weather observers for night and Sunday pay differentials, hazardous pay differentials of 4-8 percent for certain positions, and uniform allowance reimbursement standards. A conformance process using Standard Form 1444 is established for unlisted occupational classifications requiring Department of Labor approval prior to contract performance.
