About this file

This document is Attachment 2 to RFQ Number FA527026QA053, providing shipping and invoicing instructions for all deliveries to the Tracy Consolidation and Containerization Point (CCP) in Tracy, California.

Shipping Requirements: All shipments must comply with DoD 4500.9R (Defense Transportation Regulation, Part II), MIL-STD 129, and for hazardous materials, Title 49 CFR and the International Maritime Dangerous Goods Code. Overseas shipments must be marked "FOR EXPORT." All documentation must include the Transportation Control Number (TCN), ultimate destination, and purchase order or contract number. Heat-treated pallets compliant with ISPM-15 are required for CCP routing. Contractors must obtain a delivery appointment with the CCP and cannot ship without government-provided shipping labels or a completed DD Form 1149. Each package requires one shipping label, a copy of DD Form 1149 inside the container, and additional copies in the external packing list envelope.

Invoicing and Payment: The designated physical receiving activity is W1A8 DLA DIST SAN JOAQUIN, CCP WHSE 30, 25600 South Chrisman Road, Tracy, CA 95304-5000. Upon Government receipt of supplies, contractors may submit invoices with required documentation including a Certificate of Conformance (COC), Proof of Delivery (POD) for each shipment, and delivery documentation cross-referenced to applicable TCNs or DD 1149s. For WAWF invoice submission, contractors must use Final Destination DoDAAC FF5270 as the Ship-To DoDAAC, as the Tracy physical delivery DoDAAC (W62N2A) lacks an assigned acceptor role in WAWF. The accepting activity (FF5270) must review and act on invoices within seven calendar days. Payment is authorized only upon Government verification that all required documentation is complete and accurately reflects supplies delivered to Tracy.
