About this file

This is a notification document to Direct Procurement Method (DPM) contractors regarding mandatory electronic invoice submission requirements for personal property move services.

Effective by December 31, 2018, all DPM contractors providing packing, crating, and storage services for DoD-sponsored personal property shipments must electronically submit invoices through the DoD-approved Third Party Payment System (TPPS), currently administered by US Bank. The Contract Contracting Officer Representative (COR) from the Personal Property Office will notify contractors when to begin the electronic invoicing process. Once notification is received, manual invoice submission will no longer be permitted. US Bank will contact eligible DPM contractors to coordinate partnership agreements, system access, and required training. US Bank will impose a surcharge of 1.3% (not to exceed 2%) for processing DPM invoices, with future correspondence providing contractors the opportunity to adjust rates to offset this fee. DPM contractors will receive benefits comparable to household goods and Nontemporary Storage Transportation Service Providers, including electronic invoice submission, accelerated payments averaging three days, and online invoice status visibility. The point of contact for this action is USTRANSCOM Personal Property Branch, TCJ4-H, at (618) 220-5441 or usarmy.scott.sddc.mbx.ppty@mail.mil.

TO: Direct Procurement Method (DPM) Contractors

Subject: Electronic Invoice Submission for Payment of Direct Procurement Method (DPM) Services for Personal Property Moves

1. DFARS 252.232-7003 requires electronic submission of payment requests. The Defense Finance and Accounting Service is required to enforce the mandatory requirement for electronic submission of invoices for all packing, crating, and storage contracts for personal property services by 31 December 2018. See https://move.mil/sites/default/files/2019-01/ClassDeviation2018-O0004.pdf

2. USTRANSCOM has announced the capability for DPM contractors to electronically submit invoices for payment as part of the continuous reengineering effort of the Defense Personal Property Program.

3. This message serves as official notification to contractors providing DPM services for DoD-sponsored shipments of the mandatory requirement to electronically invoice and receive payment for DPM services via the DoD-approved Third Party Payment System (TPPS).

4. The Contract COR from the Personal Property Office will notify you when it is time to start the electronic invoice process. Once you have been notified, you will need to work with US Bank to setup your partnership. Once the process is started, your DPM invoices will not be allowed to be submitted manually. If the partnership agreement with US Bank is delayed, it could delay your electronic payments.

5. DPM contractors who provide services for personal property moves will enjoy the same benefits as the current household goods and Nontemporary Storage

Transportation Service Providers via TPPS. These benefits include among others: electronic invoice submission, accelerated payments on an average of 3 days, and online visibility of invoice status.

6. The current TPPS provider is US Bank. A representative from US Bank will be contacting eligible DoD-approved DPM contractors in the near future to coordinate partnership terms, system access and required system training.

7. US Bank will impose a surcharge (currently 1.3%, but no more than 2%) for processing DPM invoices. There will be future correspondence addressing this change to the program and providing DPM contractors the opportunity to modify their rates, if necessary, to compensate for the US Bank surcharge.

8. POC for this action is USTRANSCOM Personal Property Branch, TCJ4-H
