Spec #: Topside Diesel

Rev: - Page 1 of 5

STATEMENT OF WORK FOR RENT

1. SCOPE

1.1. A diesel-powered portable Tier 4 Final generator with a built-in fuel tank to be deployed on top of a submarine. Topside generators are considered to be PRIME power rating for the duration of power operations.

2. APPLICABLE DOCUMENTS

2.1. Issues of Publications - The following documents of the issue date in effect on the date of request for proposal form a part of this specification to the extent applicable, or as specified herein. Within the specification, they shall be referred to by their basic designation only.

2.1.1. Government

2.1.1.1. N/A

2.1.2. Nongovernment

2.1.2.1. N/A

2.2. Order of precedence - In the event of conflict between the text of this specification and that of the references cited above, the text of this specification shall take precedence.

Nothing in this specification, however, shall supersede applicable laws or regulations unless a specific exemption has been obtained.

3. REQUIREMENTS

3.1. Electrical Output

3.1.1. Output shall be ungrounded power (sometime called ‘floating the ground’ or

‘isolating the neutral’) three-phase and based on a 0.8 power factor (lagging).

3.1.2. Output voltage must be variable by qualified shipyard mechanics between 450 and 480 VAC at 60 Hz. Power shall be as described below across the voltage range.

Amperage would be approximately 502 amps fully loaded @ 460V and 0.8PF in

Prime.

3.1.3. The minimum prime power output shall be 320 kW (400 kVA).

3.1.4. The insulation rating of the diesel generator windings to ground must exceed five meg-ohms. This is important because ship’s power is ungrounded. Also, because the source of unwanted grounds in a diesel generator is largely the control/metering circuitry; ensure that all control/metering circuits are located on the secondary side of a power transformer away from the power circuits that feed the boat. Provide drawing(s) with the proposal showing how the transformers are used to ensure grounds feeding the submarine are kept above 5 megohms.

3.1.5. Diesel generator frame must be grounded.

3.1.6. Safety devices must be typical for commercial units including the output circuit breaker.

3.1.7. If so equipped, the long-time trip setting of the output breaker shall be set approximately 15% above full load when at a 0.8 PF.

3.1.8. If so equipped, the short term and instantaneous trips shall be set to high.

3.2. Duration

3.2.1. The diesel generator shall be capable of running for a minimum of twenty (20) hours in duration at 320 kW (400 kVA) lagging (Prime) on just the internal tank(s) deployed on top of the submarine. If the diesel is required to run more than 20 hours, additional fuel tanks or a fuel truck will be provided by the shipyard.

3.2.2. The diesel generator will most likely operate for power generation operations less than 24 hours and will be in prime mode for the remainder of the use period.

3.3. Connections

3.3.1. Lugged connections are acceptable as well as compression fittings (lugs are preferred).

3.3.2. When lugs are used, unit must accept Thomas and Betts 600 Green 94 lugs, or when lugs are not used unit must accept SHOF-500 cables in compression fittings.

3.4. Footprint

3.4.1. The diesel generator package will be deployed on top of a submarine on a platform to facilitate power generation operations.

3.4.2. Diesel generator maximum physical size no larger than 210 in (L) X 65 in (W) and weight no more than 18,900 lbs. (fueled) without a trailer installed.

3.5. Lifting and Handling

3.5.1. The diesel generator will be lifted by crane to the top of the submarine.

3.5.2. A Lifting & Handling diagram that is applicable to the trailer situation (i.e.

without the trailer) shall be provided.

3.5.3. Unit to arrive such that diesel and skid can be lifted topside without the trailer.

3.6. Fuel

3.6.1. The diesel generator shall be delivered without fuel.

3.7.2. When operating at full speed, noise levels must not be over 85 dB[A] at three feet or not over 76 dB[A] at 23 feet from the unit.

3.7.3. The diesel engine equipment maintenance records must be provided within three days upon request.

3.8. Construction

3.8.1. Units shall be a single integrated framed structure manufactured as a complete entity to include all devices, accessories, and fittings necessary to perform the function for which it was designed.

3.8.2. Each unit shall be capable of continuous, year-round, outdoor, unmanned operation even at minimal loading while exposed from inclement to extremely harsh weather (e.g. deep snow, strong & gusty winds, and/or heavy rain) and varied ambient conditions (–10 to +110ºF & 0 to 100% RH).

3.8.3. Diesel Generator should include self-contained heating and cooling systems.

Rev: - Page 3 of 5
