The following factors will be used to evaluate offers and are listed in descending order of importance. Non-price factors, when combined, are more important than price.
Factor 1: Technical Acceptability Factor 2: Past Performance Factor 3: Price
Factor 1: Technical Acceptability
Technical Acceptability will be evaluated to determine an overall rating of “acceptable” or “unacceptable”. Technical Acceptability will be evaluated on the ability of the offeror to provide new manufactured commercial items from the Original Equipment Manufacturer (OEM) or an OEM approved source.
Newly manufactured commercial items will only be procured from sources able to provide a certificate of airworthiness or a Certificate of Conformance (COC) and traceability to the Original Equipment Manufacturer (OEM). Traceability means a clear, complete, documented, and auditable paper trail, which traces each step from an OEM to its current location. The certificate of airworthiness is defined by providing FAA 8130 (preferred) or equivalent European Aviation Safety Agency (EASA) certification. The Federal Aviation Regulation, Part 21, outlines certification procedures.
All parts offered must be in accordance with Appendix 1 Documentation Matrix from FAA Advisory Circular 00-56B (dated 05/27/2015 or later). All parts should come from a vendor certified under the FAA AC 0056 program that is capable of providing a COC, and certificate of airworthiness with no more than two (2) ownership changes after the OEM. https://www.sam.gov/ https://www.acquisition.gov/far/52.204-7#FAR_52_204_7
Acceptable Meets Technical Acceptability Requirements
Unacceptable Does not meet Technical Acceptability Requirements
Factor 2: Past Performance
Past Performance will be evaluated to assess the confidence in the offeror’s ability to fulfill the solicitation requirements. The evaluation will consider the offeror’s demonstrated record of relevant performance in performing the required services and will consider areas of quality, meeting delivery schedules, compliance with contractual requirements, and customer satisfaction.
The Government intends to use information available from past contracts/ purchase orders with the USCG, delivery information found in the USCG’s Asset Logistics Management Information System (ALMIS) system, and any information found using sources such as Federal Government sources, Past Performance Information Retrieval System (PPIRS)/Contractor Performance Assessment Reporting System (CPARS).
If an offeror does not have a record of past performance or past performance information is either unavailable or so sparse that no meaningful rating can be reasonably assigned, the offeror will receive a Neutral Confidence rating.
Past Performance Rating Descriptions High Confidence Based on the offeror’s past performance record, the Government has a high expectation that the offeror will successfully perform the requirements identified.
Satisfactory Confidence Based on the offeror’s past performance record, the Government has a reasonable expectation that the offeror will successfully perform the requirements identified.
Low Confidence Based on the offeror’s past performance record, the Government has low or no expectation that the offeror will not be able to successfully perform the requirements identified.
Neutral Confidence Offeror does not have a past performance record.
Low Confidence Doubt exists about the offerors ability to meet delivery.
Factor 3: Price
The Free on Board (FOB) shipping term under this requirement is FOB Destination. Prices in the Schedule of Supplies/Services shall include all applicable customs/duty/taxes/shipping charges.
Offerors are required to submit a completed Schedule attached to the solicitation as an Excel spreadsheet.

The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
