About this file

This is a Technical Specifications document issued by the State of California, Department of General Services, Procurement Division, establishing requirements for bottled and boxed drinking water to be supplied to state departments and participating local agencies. The specification covers two primary product categories: bottled/boxed water with no added ingredients available in 16 fl-oz plastic bottles, 0.5-gallon containers, 1-gallon containers, and 16 fl-oz carton boxes; and bottled water with added electrolytes available in 16 fl-oz plastic bottles. The contract is structured as a multi-year statewide agreement with a three-year initial term and two optional one-year extension periods. The service area is divided into six regions with multiple counties, and awards will be made by individual region and separately for each group within that region to the lowest-cost responsible bidder.

All products must comply with 21 CFR 110 and 129 for good manufacturing practices and bottled water processing, as well as California Health and Safety Code Articles 12 and Federal Food, Drug, and Cosmetic Act requirements. Water must be purified through distillation, deionization, reverse osmosis, or equivalent methods to achieve total dissolved solids between 30 and 250 ppm, with no E. coli present and total trihalomethanes not exceeding 10 ppb. Bidders must provide water laboratory analysis performed within 12 months of bid submission. All plastic bottled water products must contain a minimum of 20 percent postconsumer recycled content by weight, excluding caps. Plastic containers must be 100 percent recyclable with screw tops, and primary shipping cases shall not exceed 50 pounds gross weight. The State reserves the right to test products at delivery or inspection and may require failed products to be submitted to a qualified laboratory at the supplier's expense.
