About this file
This is a Technical Data Package (TDP) for a procurement contract/purchase order for HY-80 metal plates intended for use in critical shipboard systems. The document, issued March 30, 2026, specifies comprehensive requirements for manufacturing, testing, certification, and quality assurance of structural, high-yield strength steel plates (HY-80 and HY-100).
The material must meet specifications outlined in T9074-BD-GIB-010/0300 Revision 2, with Grade HY-80, Type II steel, 1-inch thickness furnished with specified tolerances. Critical requirements include: first article inspection and testing per T9074-BD-GIB-010/0300; chemical/mechanical/heat treatment testing; ultrasonic inspection for soundness and thickness; spectroscopic analysis; tension and impact testing; Process Control Plan, Qualification Plan, and recertification documentation reviewed and approved by NAVSEA; weld procedures submitted to PNS Code 18.3 for approval; virgin raw materials mandatory; working zone temperature surveys per SAE-AMS-H-6875; and material traceability markings maintained throughout fabrication. The contractor must maintain ISO-9001 certified quality systems with calibration per MIL-STD-45662, conduct 100% inspection of material for traceability marking and completeness of certification test reports, perform receiving inspections verifying traceability markings against certification reports, and maintain all inspection records traceable to material inspected. Government source inspection is specified with quality assurance performed at source. Special emphasis materials require certificates of compliance documenting compliance with all procurement requirements and specifications. Configuration control procedures, engineering change proposals for Class I changes, and recertification every five years are mandatory. Mercury-free material is required, and Government-furnished material receives documented control procedures. The document references numerous military standards, specifications, and procedures including ANSI/ASQ Z1.4, ASTM-B666, ISO 9001/9002, MIL-I-45208, SAE standards, and NAVSEA technical publications.
