Supply Requirement

Dedicated Masticating Machine

1 Product Features

Dedicated Masticating Machine Salient Characteristics:

Machine must meet or exceed the requirements listed below to be considered for review. This machine’s sole purpose is to clear hazardous fuel breaks on the Kenai Peninsula in Alaska for the protection of human life, safety, and property from wildfire risk along the boundaries of the Kenai NWR.

Machine Basic Specifications:

• Undercarriage o Machine shall be equipped with double grouser tracks no greater than 32 inches and no less than 28inches o Travel speed shall be greater than 4 MPH in forward and Reverse o Tracks shall be operated by a hydro static drive transmission o Machine is to have a H- Frame oscillating style track o Track chain guides are required

• Engine o Shall be equipped with a Tier 4 final motor greater than 300 HP standard o Shall be equipped with a fuel tank of at least 100 gallons o Shall be equipped with a DEF tank of at least 4.2 gallons o Electrical system is to be operated off a 24 volt system o Cooling system able to reverse air flow to blow out radiator o Shall be equipped with electronic programable diesel fired Pre heating system

This would heat the engine coolant along with Hydraulic fluid o Engine Compartment to have Extra lighting and electronic oil fill pump o Steel riser to cover the engine compartment

• Hydraulics o Hydraulic pressure must exceed 5000 PSI to operate head o Overflow tank must have a capacity greater than 80 gallons o Shall have an electrical pump for refill of fluid reservoir o “float” capability for the attachments o Must be equipped with Heavy duty filtration system

• Overall Size o Machine weight to be greater than 25,000 LBS but no more than 28,000 LBS o Machine overall length not to exceed 300 inches o Machine overall width not to exceed 8’ 6” o Overall ground pressure must be less than 4.5 psi to minimize soil disturbance and risk of machine bogging o Machine Height not to exceed 112”

• Operators cab o All lighting on machine is to be LED o Cab shall have ROPS/FOPS/OPS o Must be equipped with AM/FM Radio with blue tooth capabilities o Must have cab Heat and A/C o Must have cabin air filtration system for dust proofing o Must have heated air ride driver seat o Operation of machine to be controlled with 2 ergonomic joy sticks o Front windshield to be made of ½ inch Lexan minimum o Front windshield to have a wiper and able to apply fluid o Cab to have an emergency exit out of the top of cab, accessible from both the interior and exterior o Forestry protections kit (Cabin side windows protection grids +Engine bay doors protections) o Front windshield shall be equipped with steel screen to protect operator o Machine to be equipped with camera with LCD mounted in cab sceen

Camera to be mounted in location that is protect from debris and gives the best visibility of the rear of machine o Operators cab is to be pressurized and as sound proof below 70 DBA at full operating capacity

• Machine additional items o Hydraulically operated rear mounted winch able to pull out machine weight o Onboard air compressor for cleaning of debris buildup on windows, radiators, and filters.

Masticating Head Specifications:

Masticating Head shall be equal to or great capacity of the FAE 200/U-225 Sonic Mulching head with C/3-type teeth (double transmission) PT300

Masticating head will be installed, tested and matched to the specific machine which is outlined.

• Head shall be drum operation

• Able to shred a 14” DBA tree

• Cutting teeth must be bolt on replaceable

• Working width of cutting drum greater than 85” but less than 94”

• Rotary drum must be greater that 18” in diameter

• Head overall width less than 107 inches

• Installed three rows of counter knifes

• Weight of head not to exceed 6000 LBS

• Minimum of 46 cutting teeth

• Head must be equipped with adjustable skid plates

• Head to be equipped with hydraulic push bar

• Push bar to be equipped with Ripper minim of 4 ripper teeth

• Head to be equipped with hydraulically controlled front HD steel front gate

• Head to be equipped with thrown debris deflection chains

2. Delivery

Prices quoted must be FOB Destination “F.o.b. destination” means --Free of expense to the Government delivered, on board the carrier’s conveyance, at a specified delivery point where the consignee’s facility (plant, warehouse, store, lot, or other location to which shipment can be made) is located; and Supplies shall be delivered to the destination consignee’s wharf (if destination is a port city and supplies are for export), warehouse unloading platform, or receiving dock, at the expense of the contractor. The Government shall not be liable for any delivery, storage, demurrage, accessorial, or other charges involved before the actual delivery (or “constructive placement” as defined in carrier tariffs) of the supplies to the destination, unless such charges are caused by an act or order of the Government acting in its contractual capacity. If rail carrier is used, supplies shall be delivered to the specified unloading platform of the consignee. If motor carrier (including “piggyback”) is used, supplies shall be delivered to truck tailgate at the unloading platform of the consignee, except when the supplies delivered meet the requirements of Item 568 of the National Motor Freight Classification for “heavy or bulky freight.” When supplies meeting the requirements of the referenced Item 568 are delivered, unloading (including movement to the tailgate) shall be performed by the consignee, with assistance from the truck driver, if requested.

If the contractor uses rail carrier or freight forwarder for less than carload shipments, the contractor shall ensure that the carrier will furnish tailgate delivery when required, if transfer to truck is required to complete delivery to consignee.

Contractor responsibilities. The contractor shall -- (1)(i) Pack and mark the shipment to comply with contract specifications; or

(ii) In the absence of specifications, prepare the shipment in conformance with carrier requirements;

(2) Prepare and distribute commercial bills of lading;

(3) Deliver the shipment in good order and condition to the point of delivery specified in the contract;

(4) Be responsible for any loss of and/or damage to the goods occurring before receipt of the shipment by the consignee at the delivery point specified in the contract;

(5) Furnish a delivery schedule and designate the mode of delivering carrier; and

(6) Pay and bear all charges to the specified point of delivery.

5. Delivery Instructions:No later than three days prior to delivery, please contact the Point of Contact listed above, to arrange a specific time for delivery. Unloading the product is the sole responsibility of the delivery carrier. No labor or equipment will be provided by the government to unload the supplies.

6. Delivery Date: On or before December 1, 2024.
