About this file
This document contains two supplemental clauses for a Department of the Air Force contract (FA461325Q1054): the AFGSC Ombudsman and Health and Safety on Government Installations, both dated July 2023. The Ombudsman clause establishes a neutral party to hear and facilitate resolution of concerns from potential offerors, with specific guidelines for communication. Interested parties must first address concerns with the Contracted Officer and can escalate unresolved issues to the Air Force Ombudsman at SAF/AQC in Washington DC, though the ombudsman cannot render binding decisions. The Health and Safety clause requires contractors performing work on government installations to take reasonable precautions to prevent accidents and preserve health and safety for contractor and government personnel, with potential contract termination for violations. The document also includes a Contractor Access clause (June 2024) detailing requirements for base identification, vehicle passes, security protocols, and emergency notification procedures for contractor personnel.
