STATEMENT OF WORK/SPECIFICATIONS

ANALYSIS OF MONTHLY WATER SAMPLES

The Uwharrie National Forest has a total of 7 drinking water systems that provide drinking water to the public. According to North Carolina Public Water Supply drinking water regulations, these systems must be test at least once per quarter (every 3 months) for total coliform and fecal coliform bacteria. The results of these tests must be forwarded (original copies) to the State of North Carolina Public Water

Supply office in Raleigh, NC. According to US Forest Service regulations, the Forest Service must test its water systems on a monthly basis, and keep copies of each monthly sample result on file indefinitely.

Collection of these samples will be performed by Uwharrie National Forest staff each month, and will be hand delivered to the laboratory to have these tests performed. The lab will have no responsibility to collect said water – only to analyze the samples once they have been delivered to the lab. The lab will be expected to perform analysis on each sample and to determine the presence or absence of total coliform and fecal coliform. Once analysis has been completed, results must be faxed or mailed to the Uwharrie

National Forest office each and every month. In addition – any samples that are coded “routine” – those sample results must be sent to the Public Water Supply office in Raleigh, NC. This will occur on a quarterly basis, or more specifically will be planned for the months of January, April, July, and October.

It is of paramount importance that these samples that are labeled as “routine” samples be sent to the State of North Carolina – as this is required to meet sampling requirements of an operating public drinking water system. All other samples that are not required to be sent to the state, but that are required according to US Forest Service Policy, will be labeled as “special /non-compliance”, and results shall be sent to the Uwharrie National Forest only.

In the event that a sample is detected as being “present” for total coliform or fecal coliform, the Uwharrie

National Forest will be notified immediately. Preferred method will be phone call – either office or cell phone as indicated on the sample form documentation. In the event that all samples are negative for total or fecal coliform, no contact will be necessary other than faxing or mailing result forms to the Uwharrie

National Forest.

Water will be collected at the following locations and delivered to the lab for said testing:

Arrowhead Campground

Canebrake Horsecamp

Badin Lake Campground (lower loop)

Badin Lake Campground (upper loop)

Badin Group Camp

Kings Mountain Point Recreation Area

Uwharrie Hunt Camp

STATEMENT OF WORK/SPECIFICATIONS

In the event that a sample tests positive for total or fecal coliform, additional sampling is then required.

The Uwharrie National Forest will be responsible for collection of the repeat samples, and will deliver those samples to said lab. The bill for testing the repeat samples shall not be part of this contract, but rather, will be sent directly to the Uwharrie National Forest office in Troy, NC, to be paid by micro purchase authority.

In conclusion, it will be the responsibility of the Uwharrie National Forest to collect required samples each month, and to correctly fill out and label the water sample forms. The Uwharrie National Forest is responsible for proper coding of the sample forms, and is responsible for delivering water samples to the lab within required timeframes. The lab will have 2 primary responsibilities under this contract –(1) to analyze 7 water samples each month for presence of total and fecal coliform, and (2) to report and forward results to the Uwharrie National Forest as well as forwarding results to North Carolina Public

Water Supply when coding of the sample form indicated “routine” sample.
