Statement of Work (SOW)
DLA Distribution Susquehanna, PA (DDSP)
Trainer Restraints
Background:
1. Requiring Organization
a. DLA Distribution Susquehanna, PA (DDSP)
b. History
Purchase new Trailer Dock Restraint devices for safer trailer docking at various dock doors throughout DDPS warehouse locations. Many of the original trailer restraints have been removed due to mechanical failure, failure to release the trailer, thus costing DDSP money, and snowplow damage. Due to recent near miss hazards in the past 3 years and changing technology in trailer dock restraints, it is important to re-install new trailer restraints that attach to the building, not the ground for DDSP forklift driver safety and snow removal.
DDSP and DLA Distribution HQ conducted a R&D on trailer restraints over the past years and the results of the pilot was successful.
c. Purpose of the Statement of Work (SOW):
Request purchase of 33 trailer dock restraints 120 volt single phase electric motor drive with corresponding interlock controls to existing dock levelers, at various doors at EDC receiving and out loading buildings 56,57, 58, and 59.
2. Scope of Work to be Performed by Contractor:
The contractor shall deliver, install and provide operation/maintenance training for thirty four
(34) trailer restraints. Contractor shall provide a turn-key solution for trailer restraints. All equipment furnished shall be new from the manufacturer’s most current production and meet current industry standards and conform to the best quality of materials and workmanship.
All restraints must be mounted to the building, not on the ground. All restraints must provide a full capture of the trailers ICC bar. Rotating hook type restraint provides the proper type of capture All controls shall interlock with existing dock levelers and communications lights. Additional communication lights shall be provided and mounted above the inside of the dock door and sides of the dock leveler for added safety of forklift driver. Accessories not specifically mentioned herein, but necessary to furnish complete system ready for use, shall also be included and named. The trailer restraint shall be in compliance with all OSHA, federal, state, and local codes and regulations to include NFPA
79. All transportation, shipping, staging, demo and installation shall be provided by the contractor.
The Salient Characteristics / Minimum Requirements for the trailer restraint system:
1. New trailer restraints shall be mounted to the building corresponding with the designated dock door. Restraints shall not be mounted to the ground.
2. Restraint to run on 120 volt single phase power, 60 Hz.
3. Restraint shall achieve full capture of trailer ICC bar and prevent tilt and separation from the building if trailer if detached from tractor or trailer jack fails.
4. The Operator panel shall tie in and interlock in with existing dock leveler controls and light communications.
5. Additional communication lights shall be provided and mounted above the inside of the dock door and sides of the dock leveler for added safety of forklift driver.
Exterior color – Manufacturer’s standard.
Warranty Coverage - Warranty coverage shall be manufacturer’s standard warranty coverage but not less than 5 year parts and 2 years labor.
Operator, Parts and Service Manual(s) and Training – The contractor shall provide after installation is completed two (2) complete set of manuals. The contractor must provide on-site training 1-day (8 hrs.) training.
3. Description of Contractor’s Tasks:
a. Contractor shall Deliver / Stage / install new (turn key)– unit and test for operation and function before turning over to customer.
b. Contractor is responsible for making all electrical and control connections to existing
120V / single phase electric power, dock leveler interlocks, light communication interlocks.
c. Contactor is responsible for removal and disposal of all shipping, packing, and any trash associated with new installation.
d. Operator Training – After installation is completed, provide a one-time, minimum 1-day
(8 hrs.) operator and maintenance training to DDSP operators and maintenance personnel.
e. Provide a recommended spare parts list.
f. Contractor shall keep area organized and cleaned up at all times to alleviate interruption in operations. Dumpsters for disposal of trash will be provided by the government.
4. Governments responsibilities
a. The Government is responsible for clearing dock doors during installation.
b. The Government is responsible for supplying a storage area for the equipment prior to installation, and then the area for the equipment to be permanently located.
c. The government will provide required utilities (electric, water, etc).
