SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

Statement of Work

Project:

Multi‐Site New Deep Groundwater Wells Construction

(Six Rivers National Forest)

GENERAL INFORMATION

This contract is for the locating, drilling, and development of one to seven new drinking water wells on the Six Rivers National Forest (SRF). SRF presently has 13 active drinking water treatment systems at administrative (Guard Stations) and recreation sites (Campgrounds); 12 of these systems depend on unreliable surface water sources. The objective is to develop deep groundwater wells, not under the influence of surface water, that produce (ideally) between 8-16 GPM. The work shall also include cleanup and disposal of all removed building material from Forest Service lands.

Background

This project will construct vertical groundwater wells at (up to) 7 locations on the Six Rivers National Forest in Northern California. Currently drinking water at these 7 locations is provided by springs and creeks far from the point of use or a well under the influence of surface water. The new groundwater wells will replace the springs, creeks, and inadequate wells as the source of drinking water. The work will include selection of drill site, drilling and construction of individual water wells; completion of water analysis, well logs, and test pump reports; and connection to the existing system.

Six Rivers National Forest (SRF) presently utilizes legacy MIOX P3 pre-packaged treatment units for conventional treatment of surface water sources (filtration + disinfection). To minimize degree of treatment required and improve influent water quality, the agency desires wells to be drilled at all proposed site locations. MIOX P3 units must run on 8-16 GPM to encourage system longevity; the newly established groundwater sources may be connected to the raw (unfinished) water tank associated with the MIOX treatment systems and would ideally produce between 8-16 GPM. Flows greater than this would be suitable; flows marginally less than this may be suitable. SRF has 13 active drinking water treatment facilities at administrative sites (Fire/Guard Stations) and recreation sites (campgrounds). This project covers 7 of these 13 sites.

Section C - Construction

Project Location

This project is located within the Six Rivers National Forest in Del Norte and Trinity Counties, California. Site plans and vicinity maps are provided in the drawings for each project location.

NOTE: Any prospective bidder desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing soon enough to allow a reply to reach all prospective bidders before submission of their bids. Oral explanations or instructions given before the award of a contract will not be binding. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

The 7 locations requiring new groundwater wells are:

1. Salyer Guard Station Trinity County; 224 CA-299, Salyer, CA 95563; 40°53’18”N 123°35’07”W

2. Mad River Compound Trinity County; Next door to the US Forest Service Mad River Ranger District Office at 741 CA- 36, Mad River, CA 95526; 40°28’03”N 123°31’41”W

3. Zenia Guard Station Trinity County; 100 FS Road 2508, Zenia, CA 95595; 40°12’29”N 123°27’35”W

4. Ruth Guard Station Trinity County; 19500 Lower Mad River Road, Ruth, CA 95526; 40°15’ 00”N 123°19’10”W

5. Panther Flat Campground Del Norte County; 11000 Highway US-199, Gasquet, CA 95543; 41°50’34”N 123°55’51”W

6. Fir Cove Bailey Campground Trinity County; Lower Mad River Road, Bridgeville, CA 95526 40°20'26.9"N 123°24'10.4"W

7. Mad River Campground Trinity County; Lower Mad River Road, Bridgeville, CA 95552 40°24'11.8"N 123°28'02.3"W

The contractor is responsible for obtaining all applicable permits. Connection to existing treatment facilities is necessary; plumbing for this connection will vary on the basis of proximity to treatment facilities and geography.

Estimated Start Date

July 1st, 2023 Contractor must begin work within 10 days of the effective date of the Notice to Proceed.

Restrictions on Work

1. There are no restrictions on work hours, excepting hazardous weather/fire.

2. In accordance with the fire plan.

3. When the Contracting Officer (or designated representative) determines that adverse weather has made access too dangerous or that continued vehicular travel would cause unacceptable road damage.

4. Work may not proceed on sites 6-7 (Fir Cove Bailey Campground and Mad River Campground) until Heritage Section 106 approval is complete.

Site Visit

There will be no scheduled site visit prior to bid. Prospective offerors are invited to visit sites independently. Any questions regarding access to be directed to the Contracting Officer Representative, Katelyn Brady, at katelyn.brady@usda.gov or (707)672-2527.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

The contractor is required to submit a copy of the water well driller’s report to the California Department of Water Resources, upon successful completion of the project.

Items 2, 9, 16, 23, and 30 Locate Well Site Includes all work associated with finding the best location to drill a new well. Considerations include favorable geologic conditions for groundwater; access via existing roads; located in previously disturbed areas that will not require excessive grading, brushing, or the removal of large trees; and proximity to existing water storage tanks and water mainlines. The new well will be located within the disturbed areas of the compound, guard stations, and campground on Forest Service property. The well will not be placed within 100 feet of an existing or abandoned toilet, septic tank, or leach lines, per USDA Forest Service and California state standards. The new well will not be placed within a grazing range allotment.

Zenia Guard Station is on the left.

4. Ruth Guard Station Trinity County; 19500 Lower Mad River Road, Ruth, CA 95526; 40°15’ 00”N 123°19’10”W From the city of Eureka, CA travel 20 miles South on US-101, then East on CA-36 for 48 miles, turn right onto Lower Mad River Road and travel South 20 miles. Pass through the community of Ruth. Ruth Guard Station is on the right just past Cedar Camp Road.

Site Selection

The work will include locating optimal site locations for drilling of the 7 proposed drinking water treatment wells. Site selection will be made on the basis of, but not limited to, the following:

proximity to potential sources of contamination, ideal hydrogeologic conditions, and direction of flow.

Determine safe setback distance from all septic and leach field infrastructure, as shown on provided drawings (as-builts) and as uncovered in the field. Determine this distance through the three following metrics, for every site where concentrated fecal contamination is a hazard: (1) direction of groundwater flow, (2) distance from the bottom of the septic collection/treatment system and water table, and (3) type of soil between waste infrastructure and proposed drill site.

Drilling

Contractor is to drill in selected and agreed upon sites, determine yield, drawdown, and required water quality parameters. A suitably rated well pump will be installed with a check (foot) valve and well seal.

Items 3, 10, 17, 24, and 31 Drill Groundwater Well The contractor must hold a valid C-57 license from the state of California to be eligible to perform work.

This bid item includes all labor, equipment, and materials associated with drilling a new groundwater well. The bid item also includes installing the new casing and sanitary seal, developing and test pumping the new well, and water analysis.

The new groundwater well work will be performed by a well driller licensed by the State of California.

The Contractor will obtain all required California and local permits for the new well; pay all fees; and provide a copy of this documentation to the Contracting Officer. The Contractor will submit a copy of the water analysis, well logs, test pump reports, and as-constructed documents. The Contractor will follow applicable Federal, State, and local standards for design, construction, and development of new wells. Upon completion the new wells will be used to supply drinking water to the compound, guard stations, and campgrounds. The work area will be delineated and secured with signage and caution tape.

The design of the wells will be the same, as specified in the following:

The bore holes for the wells will be 8.5 inches in diameter.

The well casing will be constructed using 6-inch, 0.188-gauge steel casing, with factory perforate

0.090 screen casing installed in the aquifer.

The upper 50 feet of the well borings will be widened to 12.75 inches to provide for a 3-inch, Class II Type II, cement annular seal. This seal must be a minimum 50-feet in depth.

These well design parameters are also provided in the drawings. To protect water quality, the well will be capped after well drilling is complete until the pump is in place and the well head is secured.

Drill Cuttings

Cuttings (native rock, sediment, and mud) from the well drilling process will remain on-site contained in a shallow pit. The pit will be no more than 3 feet deep with sloped sides. For a well 800 feet deep, drilling will generate roughly 300 cubic feet of cuttings. The location of the pit will be flagged prior to construction activities and accepted by the Contracting Officer. After well drilling and testing is complete, the pit will be covered with native materials that were removed to make the pit. Standard BMPs will be installed to prevent pollutants from being discharged into the environment.

Items 4,11, 18, 25, and 32 Install Well Pump This bid item includes installing the new submersible well pump, drop pipe, submersible cable, electrical components, pitless adapter, well cap, check/foot valve, and all other items necessary for a complete and operational installation. The submersible well pump will be capable of pumping water to fill the existing storage tanks. Contractor is responsible for determining suitable power supply; where power is insufficient, contractor will be responsible for electrical upgrades.

Items 5, 12, 19, 26, and 33 Waterline to Existing System Includes all labor, equipment, and materials necessary to connect the new wells to their respective existing drinking water systems. For the 7 project locations, 4” (or appropriate) HDPE (High Density Polyethylene) pipe will carry water from the well to the inlet of the storage tank (treated or unfinished, depending on site constraints and water quality reports). Bid item is for all work including but not limited to excavation, bedding, backfilling, compaction, asphalt patching, potholing for existing utilities, and connection to existing tank/waterline. Bid item may also include cut and cap of old source transmission lines at the storage tank. If groundwater quality tests prove the supply is not under the influence of surface water or subject to contamination, the waterline will connect the groundwater source to the treated water tanks of each respective site. If water quality tests show evidence of contamination that would class the supply as surface water or require additional treatment, the waterline will connect the well source to the raw (unfinished) water tanks of each respective site. Where no raw water tank exists, or where an insufficient raw water tank exists, the contractor will install a 5,000-gallon vertical water storage tank made of BPA-fee polyethylene (UV-stabilized) resin, or equivalent.

The desired proximity to the existing treatment infrastructure is within a quarter of a mile. This can be marginally adjusted if not possible given all other site constraints.

Items 6, 13, 20, 27, and 34 Controls for Pump/Existing Storage Tank Bid item includes installation of a communication system to control pump on/off with storage tank water levels. Includes all costs associated with installing the system at the existing tank and at the new well and installation of any antennas. Work also includes excavation, backfill, bedding, installing conduit and electric wiring, potholing for existing utilities, asphalt patching, connection to existing electrical system, and all appurtenant work necessary. Automatic shut-off is desired for communication between well pump and existing water tanks (e.g. turn pump off when tank reads full). Whether or not the waterline is connected to the treated or raw (unfinished) tank depends on the water quality testing and if the source is determined to be under the influence of surface water. Mode of communication between pump and tank is at contractor discretion (e.g. mechanical tank float, water level sensor, etc.). System shut-off should be gauged with the height of raw or treated storage. A smooth nose sample tap is to be installed at or near the well head.

Items 7,14,21, 28, and 35 New Water Meter Install a new water meter to measure the volume of groundwater produced by the well. Locate the meter adjacent to the well in a Jensen Precast Traffic Rated Concrete Pullbox or approved equal. Install a 4” Badger Meter Recordall Disc Series or approved equal. Meter register must read visually in gallons.

4.0 Government Furnished:

Power supply

Connection point is government-furnished; hook-up is the responsibility of the contractor. Where supply is insufficient, contractor is responsible for all necessary upgrades. The available power at all seven sites is single-phase, 120V.

Camping and Housing Camping is not permitted in US Forest Service campgrounds unless special permission is granted.

Contractor [X] will [] will not be permitted to camp elsewhere on US Forest Service land. Camping on Forest Service land is not a right; permission may be revoked for failure to comply with the terms of the permit. Acceptable staging/camping areas are the shop yard at the Smith River NRA (National Recreation Area) District Office, for work at Panther Flat Campground. For sites on the Mad River and Lower Trinity Ranger Districts, staging areas may be approved on Forest Service land or leased property, post-award.

5.0 Deliverables / Schedule:

o Tasks and Associated Deliverables: Timely submission of deliverables is essential to successful completing this requirement. All deliverables shall be prepared and submitted according to format, content, and schedule described in the SOW. All “hard copy” deliverables will be submitted on recycled content paper and printed double-sided.

7.0 Contractor’s Key Personnel:

The offeror must hold a C-57 license from the state of California.

Worker's Compensation Insurance

The Contractor shall provide evidence of Worker's Compensation Insurance or a written explanation as to why the Contractor is exempt from the requirement.

8.0 Security Requirements: No security clearance required.

9.0 Specifications:

Water quality samples must be taken from wells upon completion of construction, in accordance with all applicable standards, namely Bulletins 74-81 and 74-90 and the California Administrative Code.

Copies of these water quality reports are to be forwarded to the appropriate regulatory agency.
