About this file
This Statement of Work (SOW) details the Air Force Petroleum Agency's requirement for one Ellipsometer system to determine heater tube deposits from jet fuel, specified by ASTM D3241, Annex 3. The ellipsometer must perform tube ratings with specific technical requirements, including displaying three rating results (Max 2.5mm2 Average Thickness, Deposit Volume, and Normalization Value), have a repeatability of +/- 2 nm, reproducibility of +/- 5 nm, and internal record-keeping capabilities. The system must be a benchtop device not exceeding 24x15x24 inches, operate on 110-120V power, and be delivered to either Kadena Air Base in Okinawa, Japan or Wright-Patterson AFB in Ohio within 90 days of contract award. Vendors must demonstrate they have qualified staff to install, train, and troubleshoot the equipment and will provide both paper and electronic installation/operation manuals.
The SOW also outlines detailed commercial vehicle delivery procedures for Wright-Patterson AFB, including mandatory inspections at the Commercial Vehicle Delivery Gate (CVDG) for vehicles larger than a large pick-up truck, specific inspection hours, types of vehicles subject to inspection, and exemption processes for certain delivery vehicles. The procedures include requirements for submitting driver lists, resealing vehicles that exit and re-enter the base, and provisions for potential random antiterrorism measures during vehicle entry.

STATEMENT OF WORK
Ellipsometric Tube Rater (ETR)
28 April 2025
The Air Force Petroleum Agency’s Aerospace Fuels Laboratory located at Kadena Air Base is seeking to purchase one (1) Ellipsometer system to determine heater tube deposits from jet fuel as specified by ASTM D3241, Annex 3.
I. SCOPE
1. The Ellipsometer shall:
a. Be able to perform tube ratings in accordance with ASTM method D3241, Annex 3.
b. Display three (3) rating results for a single heater tube in “Max 2.5mm2 Average Thickness (nm),” “Deposit Volume (mm3),” and “Normalization Value (nm).”
c. The ellipsometer shall be supplied with a Reference Verification Tube Kit. This kit shall be used to verify both the accuracy and precision of the ellipsometer measurements, and to allow for on-site validation of measurement accuracy.
d. Have repeatability (r) of +/- 2 nm.
e. Have reproducibility (R) of +/- 5 nm.
f. Have internal record keeping and storage capability.
g. Operate on power requirements of 110-120 V, 60 Hz.
h. Be a benchtop not to exceed 24 inches (H) x 15 inches (W) x 24 inches (D).
2. Be delivered to Kadena AB, Okinawa, Japan or Wright-Patterson AFB, OH within 90 days of contract.
3. Be supplied with manuals (paper and electronic) for installation/setup and operation.
4. Due to the technical nature of the product requested, vendors must demonstrate they directly employ staff qualified to install, provide training, and troubleshoot this requirement.
II. DELIVERY PROCEDURES COMMERCIAL VEHICLES
1. All vehicles larger than a large pick-up truck are required to be inspected by the Wright- Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation.
2. Inspection will be conducted at Gate 26A located off State Route 235. Hours of operation are Monday – Friday, 0600-1400
3. Vehicles to be inspected include, but are not limited to, the following:
a. Step van/panel truck
b. Tractor/trailer, box and flatbed containing cargo
c. Tanker trucks
d. Box trucks
e. Tour buses
f. Garbage/recycled waste trucks
g. Concrete trucks/mixers, dump trucks
h. Cranes, recreational vehicles, petroleum tanker
4. Exemptions to vehicles utilizing the CVDG:
a. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG.
i. To bypass the CVDG,
1. The contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base.
2. The contractor shall submit list 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours.
3. Lists shall be submitted to 88th ABW/CE Directorate contract inspector.
ii. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
b. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base.
i. After initially passing through the CVDG, trucks shall be resealed at Gates 15A, 38A and 22B.
1. Resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG.
2. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery.
3. The controller will reseal the truck and give the delivery driver a pre-clearance form.
4. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry.
ii. This reentry can be through any base gate.
5. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM.).
6. Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
