Statement of Work (SOW)

Overhaul of Propeller Assemblies and Related Components

1.0 SCOPE

The United States Coast Guard (USCG), Aviation Logistics Center (ALC), requires an Indefinite

Delivery Requirements type contract for the overhaul of USCG owned HC-130H aircraft 54H60 propeller assemblies and related propeller components listed in the Schedule of

Supplies/Services. Applicable part numbers (P/Ns), National Stock Numbers (NSNs), and quantity estimates are included. The Original Equipment Manufacturer (OEM) of the propeller assembly and related components is Hamilton Sundstrand, One Hamilton Road, Windsor Locks, CT 06096-1010 USA (CAGE Code 73030).

The Contractor shall perform all component overhauls in accordance with United States Air

Force (USAF) Technical Order (TO) specifications, latest revision, and USCG technical requirements in order to restore them to a Ready-for-Issue (RFI) condition. The USCG uses the

Aviation Computerized Maintenance System (ACMS) to track component data. Many of these components are tracked via ACMS. Component(s) will be shipped to the Contractor via individually funded firm-fixed price task orders in order to restore them to a RFI condition such that they are suitable for operation in a saltwater marine environment. Due to the marine environment in which the USCG aircraft operate, the Contractor can expect more corrosion than what is normally seen in the Commercial airline industry.

The technical requirements in this SOW are identified as the minimum acceptable standards of performance to define an operationally effective system. The Contractor shall have access to all

USAF TOs and the latest revision for the life of the contract. The TOs will provide equipment performance data, testing criteria, and the technical data necessary to ensure all components are overhauled and/or modified, calibrated, and operating in accordance with the applicable TO. The

Contractor is solely responsible for obtaining the documents listed in this SOW Section 2.0.

The TOs listed in this SOW are the basic directives to be used in the part replacement requirement in addition to the attached 100% replacement lists. All part(s) utilized must be approved and traceable to the OEM, Hamilton Sundstrand. In addition to the OEM, there are multiple manufacturers associated with individual replacement parts utilized in performing the required overhauls and/or modifications and as well as acceptable alternate P/Ns for many of these parts. Alternate part(s) approved by a Federal Aviation Administration (FAA) certified source of supply for the specific part, or approved alternate part(s) under the North Atlantic

Treaty Organization (NATO) Cataloging System may be utilized on a case-by-case basis with

USCG Engineering approval. Alternate parts must satisfy all form, fit, and function requirements of the original parts and conform to the approved configuration of the assembly. The contractor shall show traceability for all part(s) utilized by providing a manufacturer’s Certificate of

Conformance (COC).

All aircraft parts ordered, serviced, modified, repaired, and/or overhauled shall be airworthy and suitable for installation on USCG aircraft.

4.0 TECHNICAL REQUIREMENTS

4.1 Overhaul

4.1.1 Inspection

The Contractor shall perform a visual inspection and correct deficiencies found for all components. Inspections shall include identification of replacement of missing or broken parts, and the removal of any foreign matter or corrosion.

4.1.2 USCG Overhaul Specific Requirements

a) After receipt of propeller assemblies, the Contractor shall notify the Contracting

Officer, in writing, of any discrepancies noted in the “JR” dimension measurements taken versus those on the blades.

b) In lieu of Blade Busing Repair and Rework referenced in TO 3H1-18-3-, 2.9.5.2, 100% replacement of bushing P/N 548942, 548942-2, 548942-3 is required.

c) Seals, front and rear, reference AFTO 3HA2-7-4, Figure 29, Items 18 and 62, P/N

CR535164-60 or 802316-1 shall be used exclusively for Item 18, and P/N CR535163-

60 or 802347-1 shall be used exclusively for Item 62.

d) Blade Assembly Replacement: If the Contractor determines that replacement blades are required for the overhaul of a propeller assembly, the Contractor shall notify the Contracting Officer in writing. The USCG reserves the option to furnish the replacement propeller blades as Government Furnished Material (GFM). Replacement blades supplied by the USCG as GFM may be new or they may be unserviceable.

If GFM unserviceable replacement blades are supplied they will require inspection, repair and/or overhaul, as well as incorporation of Hamilton Sundstrand “SB134”

Service Bulletin. There will be no change in the firm-fixed overhaul price for the propeller assembly P/N 54H60-117 as blades are required to be repaired and/or overhauled as part of the propeller assembly overhaul process.

If GFM New condition replacement blades are furnished, they will reduce the firm-fixed overhaul price of the propeller assembly by the blade assembly overhaul price established in Schedule of Supplies/Services. Therefore the overhaul price for the applicable propeller assembly will be reduced accordingly via a task order modification.

e) Barrel Assembly Replacement: If the Contractor determines that a barrel assembly is non-repairable per the specifications of the applicable TOs, the Contractor shall notify the Contracting Officer in writing. The USCG reserves the right to furnish new barrel assemblies as GFM. If a barrel assembly replacement cannot be provided by the Government and the Government requests the contractor replace the barrel assembly, the contractor will be entitled to a price adjustment at the firm-fixed price established in the Schedule of Supplies/Services. Barrel assembly replacement will be authorized and funded via a task order modification. The contractor shall not execute

Page 5 of 15 Attachment 2 a barrel replacement on any propeller assembly without the written authorization from the Contracting Officer via a task order modification.

f) Pitch Lock Regulator: Pitch lock regulators may be received by the Contractor that require incorporation of Hamilton Sundstrand Service Bulletin (SB) 96 and shall be modified to P/N 767999-1. These assets may be received individually or within a propeller assembly. If the Contractor discovers a pitch lock regulator that requires SB

96, the contractor shall immediately provide written notice to the Contracting Officer.

If the Government determines the pitch lock regulator requires the incorporation of the

Hamilton Sundstrand SB 96 and modified to P/N 767999-1 the order will be modified to provide authorization of SB 96 incorporation and additional funds using the firm-fixed price established in the Schedule of Supplies/Services.

4.1.3 Labor Rate

The labor rates specified in the Schedule of Supplies/Services, for the base period and each option period, shall be used to quote the specific tasks outlined in the statement of work. Each labor rate is fully burdened with all applicable direct, indirect, and profit expenses.

4.2 Corrosion

4.2.1 Corrosion Inspection

USCG aircraft operate primarily around saltwater, at low altitude, and are therefore subject to higher than normal levels of corrosion. During inspection and functional test, the presence of corrosion in any item or part thereof shall constitute reason for a more thorough disassembly and inspection. Should corrosion be found, disassembly shall be made to the extent necessary to remove all corrosion or replace the part or parts affected. Corroded parts will be replaced except in those cases where removal of corrosion from a part will not impair efficiency or safe operation of the part.

4.2.2 Corrosion Removal and Treatment

Corrosion removal and treatment of affected areas shall be accomplished in accordance with the

TO specifications or drawings, or shall meet the Contracting Officer’s approval when specifications do not exist or are not clear. The presence of corrosion that is within the tolerances stated in the applicable overhaul publications will not be considered as “Over &

Above” and will not necessitate re-negotiation of the firm-fixed overhaul price.

4.3 Serviceable Parts

Overhaul pricing shall include all replacement parts. Parts that are considered “high cost” by the

Contractor may need to be replaced; therefore, firm-fixed prices for overhaul should take into consideration this possibility. High cost replacement parts will not be considered as “Over &

Above” and will not necessitate re-negotiation of the overhaul price. A list of 100%

Replacement Parts is provided as Attachment 4. With the exception of parts listed on

Attachment 4, parts of a component found to be in a serviceable condition as a result of inspection and functional testing shall be re-used. Parts replaced during overhaul shall be disposed of as scrap (rendered unusable for their intended purpose). Parts of a component found to be in a serviceable condition as a result of inspection and functional testing shall be reused.

Missing or defective shall be replaced with new parts as described herein.

Page 6 of 15 Attachment 2

4.4 Scrap Procedures

4.4.1 Non-reworkable Items

All non-reworkable items replaced during overhaul shall be disposed of as scrap and rendered unusable for their intended purpose.

4.4.2 Beyond Economic Repair (BER)

If the Contractor recommends an entire assembly is BER, the Contractor shall provide an inspection condition report and price quote to the Contracting Officer. The quote shall list the task order Number, Line Item Number, NSN, P/N and Serial Number, a cost breakdown including the number of labor hours with the applicable hourly rate contained in the Schedule of

Supplies/Services and a brief description supporting the recommendation. The Contracting

Officer shall provide disposition instructions via a modification to the task order. When the

Contracting Officer has made the determination that the assembly shall be scrapped, the part and the accompanying paperwork must be clearly marked BER and returned to the USCG ALC for proper disposal.

4.4.3 Scrap of BER Components – Scrap Procedures

Scrap procedures shall be conducted in accordance with the Contracting Officer’s written disposition instructions. The Contractor shall be entitled to compensation at the applicable hourly labor rate established in the Schedule of Supplies/Services. Under no circumstances shall the Contractor scrap/dispose of a Government component without the Contracting Officer’s written approval.

4.5 Unusual Damage

4.5.1 General

When components are received for overhaul, but upon inspection, obvious misuse, cannibalization, severe damage due to mishandling, crash damage, or Acts of God are found, the

Contractor shall, immediately notify the Contracting Officer and within 30 days of receipt of the item, provide written notification to the Contracting Officer that the item is considered Unusually

Damaged and/or cannibalized.

Components that are considered by the Government to be unusually damaged may be shipped to the Contractor for a Test and Evaluate (T&E). The Contractor shall provide a price quote for the

T&E and an inspection condition report. The quote shall reflect the applicable hourly labor rate contained in the schedule.

Components that have extensive corrosion or require high cost replacement parts are NOT considered unusually damaged and will not be negotiated for additional costs.

4.5.2 Unusual Damage Report Requirements

When a Contractor recommends a component as Unusual Damage, the Contractor shall, within thirty (30) calendar days of receipt of the item, submit an inspection condition report and price quote for the additional work, covering all materials, labor and testing needed to return the unit to satisfactory condition that meets all applicable TO specifications and restore the component to an Airworthy RFI condition. The quote shall contain the task order Number, Line Item Number, NSN, P/N, Nomenclature, and Serial Number of the component, a listing of the replacement

Page 7 of 15 Attachment 2 parts and/or material required, the time needed to effect the overhaul, and a cost breakdown including the cost of each required part and the number of labor hours with the applicable hourly labor rate contained in the Schedule of Supplies/Services. The Contractor’s delivery obligation shall stop from the date of notification that an item has been determined to be a candidate for

Unusual Damage evaluation. The delivery obligation for that particular unit may be modified accordingly which will be specified in the task order modification. The Contractor is obligated to deliver all other components that may be on the task order that are not individually addressed by the modification.

The quote shall not include the work involved in the Teardown and Evaluation which will have already occurred. The Contracting Officer shall either initiate discussion with the contractor for the overhaul/repair price or deny such authorization based on information in the report and any other information which may be available. Upon mutual agreement as to price and delivery, a task order modification will be issued to require overhaul at the agreed upon terms.

If overhaul is not desired, the Contracting Officer shall provide the Contractor with disposition instructions for the non-overhauled item and request a BER quote as stated in 4.4.2. in the SOW.

In the event an item is returned to the USCG in a disassembled condition, the Contractor shall be entitled only to the T&E/BER labor hour price in the schedule approved by the Contracting

Officer, plus any applicable shipping charges for return of the component to ALC.

4.5.3 Cannibalized Units

In the event any component(s) are received in a condition that represents obvious cannibalization, the Contractor shall within thirty (30) calendar days of receipt of the item, submit an inspection condition report with detailed description of the noted deficiencies and price quote for the additional work, covering all materials, labor and testing needed to return the unit to satisfactory condition that meets all applicable TO specifications and restore the component to an Airworthy RFI condition. The quote shall contain the task order Number, Line

Item Number, NSN, P/N, Nomenclature, and Serial Number of the component, a listing of the replacement parts and/or material required, the time needed to effect the overhaul, and a cost breakdown including the cost of each required part and the number of labor hours with the applicable hourly labor rate contained in the Schedule of Supplies/Services. The Contracting

Officer shall provide disposition instructions via a modification to the task order. Firm-fixed prices for overhaul and/or modifications shall not include assemblies and components which have been cannibalized of repairable parts or assemblies. Internal components replaced in accordance with applicable TOs or the 100% Replacement Parts List provided shall not be considered as cannibalized items.

4.6 Service Bulletins, Modifications and/or Engineering Change Proposals

Items may require incorporation of a new or previously released Service Bulletin, a Modification or an Engineering Change Proposal. The Contractor or the Government may receive notice from time-to-time of a required change. In the event the Contractor receives notice of a Service

Bulletin, Modification and/or Engineering Change Proposal, the Contractor shall immediately notify the Contracting Officer in writing and submit a firm-fixed price quote for an incremental charge to be assessed each time the Service Bulletin, Modification or Engineering Change

Proposal is incorporated in a component. The same applies upon receiving written notice from the Contracting Officer of items requiring incorporation of a Service Bulletin, Modification and/or Engineering Change Proposal.

The quote shall contain a list of materials with associated prices, turn-around-time needed to effect the Service Bulletin, Modification and/or Engineering Change Proposal, the number of labor hours required with the applicable hourly labor rate contained in the Schedule of

Page 8 of 15 Attachment 2

Supplies/Services as well as any impact on the contract delivery schedule. (This rate does not apply to the incorporation of Service Bulletin 96 in 4.1.2 (f) which is separately priced) The incremental charge agreed upon for incorporation of a service bulletin shall apply only to those components into which the Contractor incorporates a required service bulletin, not those into which the service bulletin has been previously incorporated. Upon mutual agreement of the incremental charge the Contracting Officer will issue a Contract modification and applicable task order modification to reflect the change and the service bulletin shall be incorporated into each subsequent component received at the Contractor’s facility if said service bulletin has not already been incorporated. When service bulletin incorporation changes the component’s P/N, the new

P/N will be added to the contract. The Contractor shall update the component’s data plate, if applicable, denoting the new P/N and/or modification number. The Contractor shall not incorporate Service Bulletins, Modifications and/or Engineering Change Proposals prior to notifying the Contracting Officer and receiving disposition via a modification to the order.

4.7 Obsolete Parts or Processes

In the event certain parts or processes become obsolete, the Contractor shall notify the

Contracting Officer in writing and submit (1) rationale and verification of any obsolete part or process, and (2) a quote that describes the level of effort required to make the overhaul and/or modification.

The quote shall contain the Task Order Number, Line Item Number, NSN, P/N, Nomenclature, and Serial Number, a list of the replacement parts to include cost and quantity, and total labor hours with the applicable hourly labor rate contained in the Schedule of Supplies/Services. The

Contractor shall verify cost of part(s) with invoices or catalogs. The Contractor’s delivery obligation for the component(s) identified shall be suspended as of the date of the notice to the

Contracting Officer. The Contracting Officer will make a written determination as to the disposition of the component. After receipt of the Contracting Officer’s disposition instructions, the Contractor shall have sixty (60) calendar days for delivery.

5.0 SERIAL NUMBER TRACKED COMPONENTS

5.1 ACMS, SCHR and CRR

ACMS is the management information system used to schedule and record USCG aircraft maintenance, configuration, and status. The Contractor’s responsibility within ACMS shall include submission of the Component Repair Record (CRR) within five (5) working days of completion of work. Tracked components will be shipped to the Contractor with a Significant

Component History Report (SCHR) and a blank CRR for each tracked component. The USCG will provide the appropriate forms with each component as follows:

a) Significant Component History Report (SCHR): The SCHR contains the maintenance history of the serial numbered tracked component. It remains with its corresponding part until reinstalled on an aircraft or annotated “scrapped” or returned to ACMS. No action is required by the Contractor except to ensure the SCHR remains with the component.

b) Component Repair Record (CRR): The CRR records the maintenance performed on a serial number tracked component; information from the CRR is used to update the SCHR. The Contractor must complete this form in order to record and document the maintenance performed on the component including any Test and

Inspection with No Fault Found results.

Page 9 of 15 Attachment 2

The P/N and Serial Number of the component must match the SCHR, CRR and the task order.

Upon receipt of component(s) the Contractor shall verify SCHR and CRR information with the

P/N and serial number on the component itself and verify the information against the applicable task order Line Item. If a discrepancy is found, the contractor shall provide written notification of the discrepancy to the Contracting Officer prior to any work being performed.

5.2 Component Repair Record Completion and Disposition.

The Contractor must complete the CRR for each tracked component overhauled, modified or scrapped to ensure the maintenance performed on the component is documented. The Contractor shall comply with the following completed CRR disposition instructions:

1) The Original shall be packed with the component at completion of overhaul and/or modification for return to the USCG.

2) Mail one (1) completed copy of the CRR within five (5) working days of acceptance by the Government inspector/authorized representative to the following address:

6.3 Accelerated Turn-Around-Time and Delivery

Only the Contracting Officer may request and authorize an accelerated TAT and delivery if needed by the Government for delivery to the USCG. In the event an accelerated TAT and delivery is needed which the Contractor can meet, the Contractor shall be entitled to compensation for additional labor hours and expedited freight costs necessary to complete performance earlier than the required TAT and delivery schedule established in the Contract.

Upon written notification from the Contracting Officer for an accelerated TAT and delivery the

Contractor shall provide a written response to the Contracting Officer advising if an accelerated

TAT and delivery can be accomplished and include any additional costs necessary for the accelerated performance. Accelerated performance will be authorized in writing via a task order modification. If the contractor accelerates TAT and delivery on its own initiative in order to meet the required delivery schedule the additional costs are not recoverable from the

Government.

6.4 Urgent Requirements

An AOG status necessitates a special schedule. In such an event, the Contracting Officer shall notify the Contractor. Should the AOG status occur as a result of a lack of any of the components specified in the schedule, the Contractor will be notified and be required to respond within 24 hours of the notification. The Contractor’s response shall provide status of the component(s) needed to satisfy the AOG condition that includes what USCG items in-house for overhaul are closest to completion under normal working conditions and an estimate of the labor hours needed to accelerate overhaul completion. The Contracting Officer will issue a task order modification authorizing the accelerated overhaul work in conjunction with mutually agreed upon terms and associated costs to accelerate overhaul completion. The modification may authorize a Not-to-

Exceed price for the accelerated work if determined by the Contracting Officer to be necessary and in the best interest of the Government. Upon completion of a Not-to-Exceed priced accelerated overhaul, the Contractor shall submit a firm-fixed priced quote for the accelerated performance, including any expedited shipping charges.

Page 11 of 15 Attachment 2

In the event of an Urgent Requirement or AOG situation, the task order and applicable task order

Line Item Number may be modified to reflect the USCG Field Unit delivery address and may include a USCG Requisition Number. The Contractor shall ensure the Requisition Number is included on shipping documents/delivery tickets so that the Material Receipt can be processed by the applicable USCG Field Unit. Material will be shipped by fastest traceable means, i.e., next day delivery, air freight or comparable. The shipping container will be marked on the outside in a highly visible method “AOG”.

7.0 GOVERNMENT FURNISHED MATERIAL (GFM)

7.1 Requests for Government Furnished Material

GFM will not be routinely provided for this contract. The USCG reserves the right to provide to the Contractor GFM, should it be determined to be in the best interest of the government. The

Contractor may receive equipment with components having a different P/N than what is shown in the illustrated parts breakdown portion of a TO. This does not necessarily mean the component(s) are incorrect parts. Suitable alternate/interchangeable P/Ns are normally identified in a TO (i.e., such as the Glossary). Prior to submitting a request for GFM due to equipment having an “incorrect” part, the Contractor shall first review the applicable TO(s) to ensure it is in fact an incorrect part and not a suitable alternate and/or interchangeable part authorized in the

TO. Requests for GFM will be reviewed by the Government and a determination will be made to either furnish the requested material and adjust the monetary value of the task order as applicable, or advise of its interchangeability/suitable alternate applicability. Requests for GFM shall be submitted in writing to the Contracting Officer with a brief narrative that supports the request.

8.0 MARKING AND PACKAGING OF SHIPMENT

8.1 Marking of Shipments

The Contractor shall mark all shipments under this contract with the contract and task order numbers. Further, the shipments shall be marked in accordance with the current edition of MIL-

STD-129, Marking for Shipping and Storage. Failure to mark all packages, boxes, etc. may result in return of shipment at the Contractor’s expense.

8.2 Preservation, Packaging, and Packing

The Contractor shall preserve, pack, and package in USCG containers to ensure complete delivery at destination without damage or deterioration of the supplies due to the hazards of shipping, handling, or storage. Packaging, handling, shipping and transportation of material shall be in accordance with MIL-STD-2073-1D. In addition, because ALC is a supply depot, material will be stored and transshipped to various users. Therefore, material must be packed and labeled suitable for shipment via land, air or sea. Also, the following requirements apply:

a) Each individual item or unit must be individually packed in a separate crate.

b) Each individual container shall be labeled on the outside with NSN, Bar Code of the

NSN, P/N, Serial Number, Quantity, Nomenclature, Contract Number, Task order

Number and Line Item Number.

c) The internal packaging material shall be sufficient to prevent damage during shipment, handling and storage. Preservation protection must be sufficient to prevent corrosion, deterioration or decay during warehouse storage for a period of one year.

Page 12 of 15 Attachment 2

d) Packaging material shall NOT consist of the following: popcorn, shredded paper, styrofoam of any type or peanut style packaging.

e) Only Bar Coding of the NSN is necessary. There is no specification for the bar code type and size.

f) When the AOG clause is invoked, the outside of the shipping container will be marked in highly visible lettering “AOG”.

g) The Contractor shall remove the unserviceable tag, DD Form 1577-2, from the RFI components.

h) Should the shipping container which the Contractor receives from the USCG be incorrect or does not meet standards, the Contractor shall contact the Contracting

Officer for repair or replacement. The USCG will furnish the container or Contractor can, with written approval of the Contracting Officer, build for repayment.

Specifications will be furnished to the Contractor for crate rebuild. New containers shall not be built or purchased unless authorized by the Contracting Officer via a modification to the task order.

i) The propeller assembly shipping and storage container shall house the following parts. The top tier of the framework is used to store the propeller barrel, dome cap pump housing, slip ring, documents and an additional plastic container which houses the blade cam, bearings, rings, oil transfer tube, pitch lock regulator and prop nut.

The area under the pump housing is equipped with a plastic drip pan. There is a foam-lined plastic plate to secure the propeller barrel and dome cap housing in place.

Simple catches ensure the plastic retaining plate stays in place. The bottom tier has areas for the storage of the four propeller blades as well as an open desiccant basket.

Potential impact areas are lined with rubber padding to eliminate metal-to-metal contact. Eight rubber mounts are incorporated into the corners of the frame assembly

(one at an upper and one at a lower position) for shock and vibration mitigation.

Adjustable rubber-lined blade retainers are located at each end; forward and aft, these should make contact to stop the blades from impacting the top frame. There is a gasket located in the cover for sealing purposes. Other accessories include a humidity indicator, pressure relief valve, nameplate, a storage pocket on the starboard end and a drain plug located on the starboard end. These packing instructions will be outlined as an attachment to the contract.

j) At the time of each delivery under this contract, the Contractor shall prepare and furnish to the Government a properly completed packaging slip. The packaging slip shall include the following information: (1) NSN, (2) P/N, (3) Nomenclature, (4)

Serial Number, (5) Contract Number, (6) Line Item Number, and (7) Quantity. One copy of the packaging slip shall be submitted with the shipment and shall be attached to the outside of the shipping carton; and one copy shall be attached to the original invoice when submitted to the USCG ALC Fiscal Branch.

8.3 Marking of Warranted Items

Pursuant to the requirements of FAR 46.706 (b)(5), the Contractor shall stamp or mark the supplies delivered or otherwise furnish notice with the supplies of the existence of the warranty.

Markings may be brief but should include:

a) A brief statement that a warranty exists.

Page 13 of 15 Attachment 2
