1.0 Scope
The Department of Homeland Security (DHS), United States Coast Guard (USCG), Aviation Logistics Center (ALC) has a requirement for the purchase of the Atlas Ascender Auxiliary Hoist Kit listed in Section 7.0.
1.1 Background
The Atlas Ascender Auxiliary Hoist Kit is used to replace the Emergency Rescue Swimmer Recovery Device the USCG uses during the recovery of a helicopter rescue swimmer from the water if the hoist is rendered inoperable during hoist operations. This Atlas Ascender Auxiliary Hoist Kit will allow the MH-60T aircrew to continue hoist operations, including the hoist of multiple survivors and the rescue swimmer if the hoist is rendered inoperable during hoist operations.
1.2 Objective
The objective of this Statement of Work (SOW) is to obtain newly manufactured Atlas Ascender Auxiliary Hoist Kits to outfit the USCG operational MH-60T fleet and obtain a yearly comprehensive service plan hereafter referred to as “service”, designed to provide affordable, predictable uptime for the Atlas Ascenders and their associated kit components via inspections, preventive maintenance, and recertification performed on a yearly basis.
2.0 Description of Services
Work under this SOW shall be performed at the Contractor’s facility or USCG approved facility.
The Contractor shall provide all necessary materials, labor, tooling, equipment, and facilities to manufacture the parts listed in the Schedule; and perform a full system inspection, execute all preventive and corrective maintenance including any parts and labor as needed, and perform all service including calibration and recertification. The contractor shall perform all repairs in accordance with (IAW) the applicable Original Equipment Manufacturers (OEM) Component Maintenance Manuals (CMM), other repair specifications in lieu of an applicable CMM, and/or applicable test/acceptance criteria. Any deviations must be approved by MRR Engineering.
After recertification, Atlas will return the units to the customer.
The USCG will return the kit(s) to the vendors facility in Chelmsford, MA and the service will be performed. The service includes a full system inspection, execute all preventive and corrective maintenance including any parts and labor as needed, and perform all service including calibration and recertification. After recertification, Atlas will return the units to the customer. If, after visual and functional inspections, an item is found to meet manufacturer's minimum performance specifications and is considered to be Ready for Issue (RFI) or is considered to be Beyond Economical Repair (BER) in accordance with (IAW) Section 5.0, the contractor will only be allowed the firm fixed service price established in the schedule. The contractor shall prepare a failure data report IAW section 5.0 which shall be included with any returned BER component. The parts shall be marked "RFI” or “BER” and returned as-is. All other items shall be repaired/overhauled IAW this SOW.
