About this file
This is a Work Statement for the removal, characterization, transportation, and disposal of three compressed gas cylinders with unknown contents located at the USDA-ARS Pacific Basin Agricultural Research Center in Hilo, Hawaii.
The contractor must provide all labor, supervision, equipment, transportation, materials, permits, and technical expertise to safely remove and dispose of the cylinders. Key scope requirements include: cylinder evaluation through visual inspection and non-destructive identification methods; safe removal with appropriate securing, disconnection, packaging, and labeling per regulations; transportation from the USDA facility to an authorized treatment, recycling, or disposal facility; and final disposal at a properly permitted hazardous waste facility. The contractor must furnish all lifting equipment, tools, personal protective equipment, and safety equipment. The contractor is responsible for determining appropriate handling procedures based on field evaluation, as the Government cannot verify gas identity, cylinder pressure, fill status, or internal condition. Deliverables include removal of the three cylinders, documentation of disposal at an authorized facility, and any required transportation documentation. The period of performance is 60 calendar days after receipt of the Notice to Proceed. Acceptance criteria require removal of all cylinders from USDA property, a clean work area free of debris, disposal documentation provided to the Contracting Officer's Representative, and compliance with all applicable regulations. The contractor must possess all required licenses and permits for hazardous material transportation and disposal, employ trained personnel in compressed gas handling, and comply with RCRA, DOT Hazardous Materials Regulations (49 CFR Parts 171-180), OSHA, EPA, and State of Hawaii regulations. Site visits are optional but encouraged prior to quotation submission.
