About this file

This is a Statement of Work (SOW) for Motorola P25 Land Mobile Radio System support services to be provided to the National Institute of Standards and Technology (NIST) Communications Technology Laboratory, Public Safety Communications Research Division.

NIST requires ongoing technical and maintenance support for its Motorola Solutions Astro P25 Land Mobile Radio System (acquired in 2018-2019), which operates on System Release A7.18. Motorola will discontinue manufacturer support in 2025, necessitating this contract to maintain system operability for research, development, testing, and technology demonstrations. The contractor must deliver five primary task categories: (1) Preventive Maintenance (PM) including annual physical inspections, component cleaning, firmware updates, and identification/sourcing of replacement components from secondary markets; (2) Remote Technical Support via telephone consultation for advanced network troubleshooting with escalation tracking and performance metrics; (3) Dispatch Service and On-Site Infrastructure Response with qualified technicians responding on-site to diagnose and restore communication system issues, plus historical activity records; (4) Safety-Related Equipment including personal protective equipment meeting OSHA standards; and (5) Training on safety procedures per OSHA, state, and local regulations. The contract also includes Health Hazard Assessments, Medical Evaluations, and Homeland Security Presidential Directive (HSPD)-12 compliance requirements with background investigations and position sensitivity designations.

The period of performance consists of a 12-month base period following Release of Order, with two optional 12-month renewal periods. Work shall be performed at the NIST Boulder, Colorado campus (Building 3, Second Floor CTL Innovation Lab and Green Mountain RF site) during regular business hours Monday through Friday, 8:00 AM to 5:00 PM local time, excluding federal holidays and NIST closures. The Service Level Agreement establishes response times of 4 hours for catastrophic failures, 4 hours (with next business day callback) for operational degradation, and 4 hours (with next business day callback) for minor performance issues. Two deliverables are required: System Preventive Maintenance Report (due 15 days after system PM) and Mobile and Portable Radio Preventive Maintenance Report (due 15 days after radio PM), both in Word, Excel, or PDF format. The Government will test, inspect, and accept or reject equipment within ten days of completion of system maintenance activities.
