Statement of Work (SOW) Aircraft Non-Destructive Inspection (NDI) Training

1.0 General
1.1 Scope
The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Engineering Services Division (ESD) has a requirement to obtain initial aircraft Non-Destructive Inspection (NDI) training for up to thirty (30) students per period of performance. For the purposes of this Statement of Work (SOW), the term “initial” indicates that the students have no previous NDI training or experience.
1.2 Background
The USCG operates a fleet of approximately two-hundred (200) aircraft. Scheduled and Unscheduled maintenance is performed on these aircraft by active duty personnel at 27 different USCG Air Stations throughout the country. To ensure aircraft airworthiness and comply with Original Equipment Manufacturer (OEM) and USCG maintenance inspection procedures, Non- Destructive Inspection (NDI) methods are used, including Eddy Current, Fluorescent Penetrant, Magnetic Particle, and Ultrasonic. The USCG maintains approximate one hundred-twenty (120) fleet NDI inspectors, who receive certification as USCG Aviation Fleet NDI Level II Technician.
These technicians possess the skills and knowledge to setup and calibrate NDI equipment, conduct tests, interpret, evaluate, and document results in accordance with USCG maintenance procedures. Traditionally, the USCG would train and certify USCG Aviation Fleet NDI Level II Technicians, but is now soliciting a commercial facility to deliver a formal training program in accordance with NAS-410, USAF TO 33B-1-1 and USAF TO 33B-1-2 and the provisions of this SOW. The USCG will maintain certification responsibilities. USCG-ALC, ESD has a requirement to obtain initial aircraft NDI training for up to thirty (30) students per period of performance.
1.3 Task Orders
The USCG anticipates issuance of task orders to fund the specified requirement.
2.0 Contract Requirements
2.1 Period of Performance
The period of contract performance includes one (1) one-year base period and, if exercised, three
(3) one-year option periods.
2.2 Place of Performance
The work specified in the SOW shall be performed at the contractor’s domestic facility.
2.3 Training Hours and Capacity
The Contractor shall perform training for no more than ten (10) hours per day, with at least a one
(1) hour scheduled break for lunch, Monday through Friday. Training shall be delivered in multiple sessions to accommodate optimal class sizes. A minimum of ten (10) and a maximum of fifteen (15) students shall be in each session. As a result, two (2) or three (3) sessions per period of performance will be required based on input from the contractor and in coordination with the USCG’s Technical Point of Contact (POC).
2.4 USCG’s Technical Point of Contact (POC)
The POC is responsible for the technical administration of the contract and is the technical liaison with the Contractor. The POC IS NOT authorized to change the scope of work or specifications as stated in the contract, to make any commitments or otherwise obligate the Government or authorize any changes that affect the contract price, delivery schedule, period of performance or other terms or conditions.
2.4.1 The Contracting Officer is the only individual who can legally commit or obligate the Government for the expenditure of public funds. Technical administration of this contract shall not be construed to authorize revision of the terms and conditions of this contract. Any such revision shall be authorized in writing by the Contracting Officer.
3.0 Applicable Documents
3.1 Documents
The Contractor shall be expected to perform the requirements of this contract in accordance with (IAW) the following:

3.2 Availability of Documents
The Contractor is expected to obtain, provide and maintain the most current version of all applicable documents.
4.0 Administrative
4.1 Contractor Administration
4.1.1 The Contractor shall provide NDI training IAW the National Aerospace Standard (NAS) 410, American National Standard (ASNI) American Society for Nondestructive Testing (ASNT) CP-105, U.S. Air Force (USAF) T.O. 33B-1-1 and the USAF TO 33B-1-2. The training curriculum shall ensure that attendees possess the skills and knowledge required to setup and calibrate NDI equipment, conduct NDI tests and procedures, interpret and evaluate NDI information, and document results.
4.1.2 The Contractor is responsible for providing qualified personnel and training materials/equipment for the required services. Instruction using the Olympus Nortec 600D, Olympus Nortec 1000E, and Waygate Technologies USN60 Flaw Detector are required.
4.1.3 A draft course syllabus shall be provided to the POC no later than five (5) business days prior to the Pre-Training conference. A final course syllabus shall be provided to the POC no later than fifteen (15) business days following the completion of the Pre-Training conference discussed in 10.1.1 for Government Acceptance.
4.1.4 The Contractor shall provide the POC with the names, evidence of qualification, and if applicable, evidence of certifications held by personnel conducting training and examination.
This information shall be provided at the Pre-Training conference and updated if instructional personnel change during the period of contract performance.
4.1.5 The POC shall deliver a roster of students to the Contractor no later than twenty-one (21) calendar days prior to course convene date. This roster will include the student names and email addresses.
4.1.6 The Contractor shall provide a roster of student course completion and quiz/exam grades to the POC no later than three (3) business days following completion of each course offering.
5.0 Technical
Training curriculum shall be a combination of technical instruction and hands-on practical for approximately one hundred-twenty (120) hours over a consecutive three (3) week period, addressing the following four (4) NDI methods and associated training outcomes:
1. Fluorescent Penetrant (PT): Perform fluorescent penetrant inspection (FPI) Type I Method C Form D on aircraft products and product forms such as aluminum skin, forged components, and other aircraft related structures and substrates. Introduction to various Type I and Type II Methods for familiarization is required. Minimum of twenty (20) training hours.
2. Magnetic Particle (MT): Perform portable magnetic particle inspections using an electromagnetic yoke (contoured probe) and a portable AC coil using the fluorescent pigmented iron ore oxide particle suspended in an aerosol style canister on aircraft products and product forms such as ferromagnetic components and other aircraft related ferromagnetic structures and substrates. Training shall include methods to perform operations with the electromagnetic yoke (contoured probe) in both the AC and DC modes. Operations include magnetizing a ferromagnetic component and demagnetization of an applied field. Specific instruction on weld inspections and the associated identification of discontinuities and defects is required. Minimum of twenty (20) training hours.
3. Eddy Current (ET): Perform eddy current inspections using surface probes on aircraft products and product forms such as aluminum skin, forged components, and other aircraft related structures and substrates. Training shall include methods required to perform a low frequency inspection between two (2) layers of material requiring a differential low frequency eddy current probe (multi-layer crack and corrosion detection) and perform digital conductivity measurement and alloy sorting. Specific instruction on the use of differential coils for wheel rim bead seat inspections is required. Use of Olympus Nortec 600D is required. Minimum of forty (40) training hours.
4. Ultrasonic (UT): Perform longitudinal and shear wave ultrasonic contact method inspections utilizing the Waygate Technologies USN60 Flaw Detector. Specific emphasis on identifying cracks parallel to part surface and measuring thickness with both digital and analog methods shall be provided during longitudinal wave instruction. Specific emphasis on fatigue cracking of fastener hole bores shall be provided with shear wave instruction. Training shall include Bonded Material Testing (BMT) using the Nortec 1000E for the detection of ply and skin-to-core separation in aircraft composite constructions. Training shall include instruction on the performance of ultrasonic inspections using a pulse echo longitudinal and shear wave with an A-scan display system and BMT utilizing the pitch-catch and the resonance mode. Minimum of forty (40) training hours.

For each method, training shall be conducted IAW a detailed course outline approved by the POC. The outline shall include a list of references from which training material is derived. At a minimum, training shall include those items specifically provided in NAS-410, section 6.1.1 (Training Outlines).
Examinations to verify the technical qualifications of trainees shall be conducted and will consist of a general, specific, and practical examination for each method (PT, MT, ET, UT). Exams shall meet NAS-410 Section 7 (Examinations) requirements. Scores for each exam administered shall be provided to both the individual student and the POC at the conclusion of each course offering.
6.0 Contractor Personnel
6.1 Qualified Personnel
The Contractor shall provide personnel qualified to perform all requirements specified in this SOW. Qualified personnel shall have been trained IAW NAS-410 to perform these services.
7.0 Contract Information
7.1 Travel
There is no Contractor travel anticipated for this contract.
7.2 Inspection and Acceptance Criteria
Inspection and acceptance of the training shall be performed by the POC identified on this contract. Performance under this contract will not be accepted by the USCG until the technical POC considers all training to be delivered IAW this SOW.
8.0 Equipment & Other Applicable Information

8.2 Government Furnished Information/Equipment (GFE/GFI)
It is not preferred that any GFE be supplied to the student by the government. In the event that GFE is required, the following GFI/GFE may be provided in order to supplement NDI training.

9.0 Invoicing
9.1 Vendor Invoice
One (1) copy of each invoice shall be submitted after completion of each training and shall include:
The contract number.
The task order number Invoice number.
The description of the product or service, including contract line item number (CLIN), quantity furnished/shipped, and unit/extended price.
Date of class and number of attendees.
9.2 Invoicing Instructions
Unless otherwise specified in the schedule or on individual modifications issued under this contract, the Contractor’s invoice specified in section 9.1 shall be submitted IAW FAR 52.212-4 to the designated billing office for payment as noted below. The Contractor shall also submit copies to the Contract Specialist and the POC. The final invoice submitted under the awarded contract shall be clearly marked and labeled as the final. The Contractor is HIGHLY encouraged to submit invoices electronically to ALC-Fiscal@uscg.mil.

10.0 Schedule & Deliverables
10.1 Schedule
10.1.1 The Contractor shall host a Pre-Training conference at their facility to review contract requirements and define course syllabus within forty-five (45) calendar days after award of contract unless otherwise determined by the POC and Contracting Officer that a teleconference would suffice.
10.1.2 The Contractor shall schedule course dates collaboratively with the POC. Course dates shall be defined at the beginning of each period of performance.
10.2 Status Meetings
Upon request, the Contractor shall be available to meet with the Contracting Officer or the POC to discuss technical problems, personnel issues, or any training/contract matter requiring attention. These meetings will be conducted via teleconference.
10.3 Post Award Conference
The Contractor shall attend a Post Award Conference with the Contracting Officer and the POC as scheduled by the USCG (typically within ten (10) business days after the date of award). The purpose of the Post Award Conference is to discuss technical and contracting objectives of this contract. The Post Award Conference will be held at the Government’s facility, located at 1664 Weeksville Road, Elizabeth City, NC 27909 or via teleconference.

11.0 SCHEDULING
Courses shall be scheduled by the POC, only following an issued task order. No course shall be convened prior to issuance of a task order.
12.0 CANCELLATION/TERMINATION POLICY.
The government may terminate any enrollment(s) in writing before the commencement of any scheduled training without charge up to ten (10) working days without charge. Between five (5) and ten (10) working days, a fifty percent charge is incurred. Cancellation less than five (5) working days from the course convening is charged at full contract price.
13.0 COURSE EVALUATION QUESTIONNAIRE
13.1 On the final day of each course, the Contractor shall distribute and collect a course evaluation questionnaire from each student. The questionnaire will cover whether:
The course aims and objectives were clearly explained The instructor and training materials supported the learning objectives and were well organized The training objectives outlined for the course were met during delivery of training The quality of explanation and answers to questions were satisfactory The training was delivered professionally and effectively The skills and knowledge obtained from this training will assist the trainee in performing current job task The practical “hands-on” training was sufficient and appropriate The safety and hazardous related information were referenced The training facilities were adequate and comfortable The student was satisfied with course overall
The questionnaire will also include an overall rating selection that measures the Contractor’s performance as unsatisfactory, satisfactory, or excellent.
13.1.1 The Contractor shall send each completed course critique form to the POC no later than thirty (30) calendar days after the conclusion of each training conducted under each task order by email unless another method of delivery is otherwise agreed upon in writing with POC.
14.0 Conflict of Interest
The Contractor shall not employ any person who is an employee of the U.S. Government if the employment would appear to cause a conflict of interest. The Contractor shall not employ on a full or part time basis an employee of the USCG, uniformed or civilian, without the express written consent of the Contracting Officer.
