About this file

This Statement of Work (SOW) details the United States Coast Guard's (USCG) requirements for aircraft paints, primers, and coatings. The contract seeks a supplier of aerospace high-durability coating systems, specifically an epoxy primer and polyurethane topcoat from the same manufacturer. Key requirements include both chromium-based and non-chromium corrosion inhibitor primers, and topcoats with extended weatherability in gloss and flat finishes.

The contract period includes one base year with four potential option years. Delivery orders will primarily be placed with the Aviation Logistics Center in Elizabeth City, NC, with smaller orders to various Air Stations. All items must be delivered within 30 calendar days of receiving a delivery order. Vendors must provide products listed on the Qualified Products Database, ensure 80% shelf life remaining upon delivery, and submit yearly color coupons for testing. Specific color requirements include AMS-STD-595A 12250 Orange and 17860 White, with strict color difference and gloss specifications. Invoicing will be electronic, and payments will be processed after item receipt and verification.

1.0 General

1.1 Background

The aircraft paint and coating systems used on United States Coast Guard (USCG) aircraft provides the primary barrier against the severe maritime operating environments and protects the aircraft from corrosion.

For these reasons, the USCG requires an aerospace high-durability coating system defined as an epoxy primer and a polyurethane topcoat produced by the same manufacturer. The primers are required to be both chromium based, and non-chromium based corrosion inhibitor primers. The topcoats are required to provide an extended weatherability coating available in gloss and flat finishes.

1.2 Delivery Orders

The USCG anticipates issuance of delivery orders to fund the specified requirement.

2.0 Requirements

2.1 Delivery Requirements

The majority of orders will be placed by and shipped to the Aviation Logistics Center (ALC) in Elizabeth City, NC. Small, infrequent orders will be placed by and shipped to various Air Stations. Units authorized to place orders and shipping addresses are listed on the List of Ordering Offices and Delivery Sites included in this SOW on pages 5 and 6.

2.1.1 Delivery Schedule

All items shall be delivered to the authorized ordering unit within thirty (30) calendar days after receipt of the delivery order.

2.4 Color Coupons

On a yearly basis, 60 days prior to the end of the Period of Performance (POP), and upon Government request, the vendor shall provide the AMSSTD595A color coupons for testing color and gloss. If the coupons do not meet the color or gloss requirements, the Government shall cease to procure any paints, primers, and/or coatings until the colors meet the requirements.

Vendor shall provide color coupons for the following colors as part of the yearly testing

a. AMS-STD-595A: 12250 Orange

b. AMS-STD-595A: 17860 White

Color coupons shall be sent via commercial carrier to the following address:

USCG Aviation Logistics Center 1664 Weeksville Road Receiving Section , Building 63 Elizabeth City, NC 27909-5001 ATTN: Airworthiness Branch, Bldg. 64

Provide tracking information for the color coupons to the Contracting Officer.

NOTE: The Government will measure the color and gloss of the coupons. The colors shall not have a color difference (delta E) greater than 1 when compared to the specified color CIELab values in AMSSTD595A. The specular gloss shall exceed a value of 90.

2.5 Required Product Specifications

All product shall meet the following requirements:

The primer and topcoat shall be from the same manufacturer.

PRIMER shall be qualified to MIL-PRF-23377K, Type I, Class C2 and Class N specifications.

TOPCOAT shall be qualified to MIL-PRF-85285F, Type IV, Class H, Form M, Grade N specifications.
