About this file

This Statement of Work (SOW) details a construction project for the United States Department of Agriculture (USDA) Agricultural Research Service at the Jamie Whitten Delta States Research Center in Stoneville, Mississippi. The project involves sealing cracks and applying a two-coat coal tar-based seal coat on approximately 40,000 square yards of existing asphalt pavement installed between 2000 and 2015. The work includes thoroughly cleaning pavement cracks, using Crafco Roadsaver 211 hot applied self-leveling crack sealer, and applying a Sealmaster Coal Tar Concentrate SMT-100 pavement sealer.

Key requirements include coordinating work with the facility's point of contact, maintaining site safety, and completing the project within 90 calendar days of the notice to proceed. The contractor must provide a technical and cost proposal, submit material specifications, and demonstrate previous similar project experience. Additional responsibilities include patching potholes, repairing potential base failures, restoring pavement markings, and disposing of debris in compliance with local, state, and federal regulations. The project will be subject to continuous audit, and the contractor is responsible for quality control, traffic management, and ensuring minimal disruption to ongoing research activities at the center.

4.1 Bid Schedule:

a. The Base Bid shall include all work described in 4.2 Description of Work.

4.2 Description of Work:

a. Background - The existing parking lot and roadway pavements for the JWDSRC in Stoneville were installed at various times from roughly 2000 to 2015 and is a mixture of predominantly Hot Mix Asphalt with a lesser amount of DBST. In total, there is approximately 40,000 S.Y. of pavement that is owned and maintained by USDA ARS. The asphalt surfaces are in relatively good repair but are in need of sealing to protect from water intrusion and oxidation. Moderate cracking has occurred with most of the cracks being 1” wide or less. The total linear footage of cracking at this time is estimated to be approximately 10,000 linear feet. The estimated amount mainly consists of cracking where perceptible gaps are present.

Existing cracks that are “tight” are to be addressed with the 2-coat coal tar based sealant application.

b. The objective of this project is to furnish materials, labor, equipment, traffic control, and supervision necessary to clean and seal cracking in the existing asphalt parking area and roadway and to seal the existing asphalt pavement with a 2-coat coal tar based sealant. Work will include thoroughly cleaning existing pavement cracking and using Crafco Roadsaver 211 hot applied self-leveling crack sealer material (or approved equal) and employing a pressure feed melter applicator using this Statement of Work as the controlling document for the work. Once crack sealing is completed, a 2-coat coal tar based sealant will be applied using this statement of work as the controlling document as well as all manufacturers’ recommendations.

c. The basis of design for the crack sealing material is Crafco Hot Applied Roadsaver 211. The roadways and parking lots will have pedestrian and slow moving traffic. This should be factored into the contractor’s work plan to achieve a satisfactory end product. To be considered an equivalent product, all proposed sealing material must meet the requirements of ASTM D6690 (AASHTO M324), “Joint and Crack Sealants, Hot-applied, for Concrete and Asphalt Pavements”, and Federal Specification SS-S-164. For cracks in excess of 1.5”, contractor is to submit a proposed product for approval. Specifications for cracks 1.5” or less are as follows:

d. The basis of design for the pavement sealing portion of this project is Sealmaster Coal Tar Concentrate SMT-100 pavement sealer. The mix design and application procedures in this Statement of Work are based on this material. If the contractor would like to propose an alternative equivalent material, mix designs and application procedures must be a part of the submittal as well as 3 example projects where the proposed material, mix design, and application procedures have been used successfully. To be considered an equivalent product, all proposed sealing material must meet the requirements of ASTM D 5727, RP 355e, ATSM D 490, ASTM D 6945, ASTM D 3320, ASTM D 4866/4866M.

The proposed equivalent material must also meet the following requirements when tested in accordance with ASTM D 140, ASTM D 466, ASTM D 490, ASTM B117, ASTM D 529, ASTM D 2939, and ASTM D 244 procedures. (see chart below)

e. The major items of work for the crack sealing portion of the project are as follows:

1. The facility will be occupied and in use during the life of the project. Contractor is to coordinate daily work areas with Location Point of Contact ahead of time so that proper notifications can be made to accommodate occupants. Contractor shall provide, erect, and maintain all necessary traffic control during cleaning, application, and curing.

2. Prepare and clean existing pavement cracks per manufacturer’s recommendations to include a final cleaning immediately prior to sealant installation using high pressure (90psi minimum) dry, oil-free compressed air to remove any remaining dust. Both sides of the crack or joint shall be cleaned. Surfaces should be inspected to assure adequate cleanliness and dryness.

3. Crafco Roadsaver 211 hot applied crack sealer (or approved equal) shall be applied preferably using a pressure feed melter applicator and performed and cured per manufacturer’s recommendations. Contractor shall select the appropriate crack sealing means and methods of application, curing regimen, and top dressing necessary to accommodate pedestrian and slow moving vehicle traffic. Contractor shall coordinate with the EPM and LPOC on opening a section of completed work to traffic.

f. The major items of work for the pavement sealing portion of the project are as follows:

2. Contractor shall document all existing pavement markings to facilitate replacement.

3. Pavement sealing can only begin once crack sealing operations and curing are completed.

4. Prepare asphalt pavement surface by cleaning and removing all loose material.

5. Any existing potholes shall be patched using a commercially produced cold mix asphalt mixture containing crushed limestone or a hot mix asphalt material.

6. Base failures shall be repaired by full depth saw cutting perimeter, excavating existing material one foot deep and backfilling with compacted crushed limestone to a depth of 6 inches and topped off with compacted hot mix asphalt or a commercially produced crushed limestone cold mix asphalt. At this time, no base failures are apparent. This work item is included in the event a base failure develops before sealing begins. Contractor can base the bid on a quantity of zero. If base failures develop, a contract modification will be executed for the additional associated costs.

7. Sealmaster Coal Tar (or approved equal) emulsion shall be prepared using the following mix design and proportions: Coal Tar Concentrate – 100 gallons, Water – 40 gallons, 2lbs. of sand per gallon of sealer, and 3% latex.

8. Sealing emulsion shall be applied in 2 coats at a rate of 0.11 to 0.13 gallons per square yard (70-82 sq. ft. per gallon) per coat. Emulsion shall be applied by either pressurized spray application equipment or self-propelled squeegee equipment. Pressurized spray equipment shall be capable of spraying pavement sealer with sand added. The equipment shall have continuous agitation of mixing capabilities to remain homogeneous consistency of pavement sealer mixture throughout the application process. Self-propelled squeegee equipment shall have at least 2 squeegee or brush devices (one behind the other) to assure adequate distribution and penetration of sealer into bituminous pavement. Hand squeegees and brushes are only acceptable in small, irregular areas where equipment cannot reach. Both ambient and surface temperatures shall be a minimum of 50 degrees F for a 24 hour period during and after application. Contractor shall consult with LPOC and EPM on opening a section of completed work to traffic.

9. After the final seal coat is cured sufficiently, restore all pavement markings in exact location, color, type, width, etc. using commercially produced traffic pavement paint.

g. The Contractor shall be responsible to handle and dispose of debris at an off-site, certified disposal site consistent with all Local, State, and Federal requirements.
