About this file

This Statement of Work (SOW) details the requirement for a Scotchman Ironworker machine for the 36th Maintenance Group (36 MXG) at Andersen Air Force Base in Guam. The multi-functional fabrication machine is critical for sustaining aircraft, Aerospace Ground Equipment (AGE), and War Reserve Materiel (WRM), with capabilities including precision shearing, punching, notching, and bending of metal components. Priority users include various aircraft platforms such as C-130, C-17, C-5, F-16, F-15, B-1, B-52, RQ-4, KC-135, and KC-10.

The Scotchman Ironworker has 32 specific machine specifications, including dual operator capability with 5 stations, a 95-ton punch station, keyed punch ram for safety, LED work lights, and multiple technical features like a rectangle notcher, flat bar shear, brake package, and conveyor system. The contract requires the contractor to provide a point of contact responsive within 24 hours during duty hours and 48 hours during non-duty hours, with liability for any damages resulting from carelessness or failure to follow proper procedures. Normal project operation hours are 0730 to 1630, Monday through Friday, excluding holidays and wing down days.

1. DESCRIPTION OF SERVICES

1.1 REQUIREMENTS:

To support the 36 MXG’s mission, the Metals Technology Section requires a Scotchman Ironworker to enhance metal fabrication capabilities for sustaining aircraft, Aerospace Ground Equipment (AGE), and War Reserve Materiel (WRM). This equipment streamlines precision machining, ensuring rapid fabrication of critical components, structural reinforcements, and repairs essential for mission readiness. Its multi-functional design consolidates key metalworking processes—shearing, punching, bending, and notching—reducing reliance on multiple machines and external fabrication sources. As the 36 MXG prepares to execute the pacing O-Plan, the ability to fabricate mission-essential components on-site minimizes downtime, accelerates sustainment operations, and ensures aircraft availability for both routine and contingency deployments.

The Scotchman Ironworker is a critical asset supporting the 36 MXG’s ability to sustain aircraft, Aerospace Ground Equipment (AGE), and War Reserve Materiel (WRM) at Andersen AFB and associated spoke locations. This multi-functional fabrication machine enables precision shearing, punching, notching, and bending of metal components required for structural repairs, custom fittings, and rapid part production. By consolidating key fabrication processes into a single system, it streamlines workflow efficiency while minimizing dependence on external machining resources. The Scotchman Ironworker ensures mission readiness by allowing technicians to manufacture essential components on-site, reducing downtime and improving repair turnaround for transient aircraft and ground support systems. Additionally, it serves as a vital training aid, equipping personnel with hands-on experience in metal fabrication techniques necessary for operational sustainment. Priority users for this equipment include AGE, C-130, C-17, C-5, F-16, F- 15, B-1, B-52, RQ-4, KC-135, and KC-10 aircraft, supporting sustained maintenance operations and contingency preparedness for the pacing O-Plan.
