About this file

This Statement of Work (SOW) details a contract for procuring three (3) Disc Brake Assemblies for the Ground-based Electro-Optical Deep Space Surveillance (GEODSS) telescope system used by the U.S. Air Force and Space Force. The contract, with NSN 6110-01-523-0228 and part number 501420-2, requires the contractor to build and/or buy the brake assemblies, which are used to slow down and stop the telescope along its axis. The procurement includes a First Article Testing process, where one prototype will be tested to ensure it meets government requirements before production of two additional units.

The contract includes several key requirements: developing a Counterfeit Protection Plan, conducting First Article Testing with government oversight, and adhering to specific packaging and inspection standards. The items are export-controlled and distribution is limited to DoD and U.S. DoD Contractors. The contract is a sole-source award to Caliber Sales Engineering, Inc., with delivery destinations including Barstow, CA and Hill Air Force Base, UT. Specific deliverables include the Disc Brake Assemblies, a First Article Test Plan/Procedure, and a Counterfeit Prevention Plan, with various submission timelines ranging from 30 to 365 calendar days after contract effective date.

INTRODUCTION

1. Purpose

1.1 The purpose of this contract is to provide the U.S. Air Force with multiple Disc Brake

Assemblies (NSN: 6110-01-523-0228). The AN/FSQ-114 Ground-based Electro-Optical

Deep Space Surveillance (GEODSS) is a stationary deep space telescope used by the

United States Air Force and Space Force. The 415th Supply Chain Management Squadron

(415 SCMS) requires a company capable of procuring or manufacturing these Disc Brake

Assemblies.

1.2 Part (ea.) quantities ordered will be determined by each delivery order (DO).

2. Scope

2.1 This SOW addresses the requirement to procure three (3) Disc Brake Assemblies for the GEODSS. In accordance with (IAW) drawings, the Contractor shall build and/or buy the Disc Brake Assemblies requested. Unless a waiver is granted by the government, one (1) of the Disc Brake Assemblies will be subjected to First Article

Testing as described later in this SOW.

2.2 If First Article Testing is required, the 3 Disc Brake Assemblies shall contain 1 fully functioning prototype and two (2) production models. The fully functioning prototype shall be tested under the First Article requirements. If it passes, the contractor shall continue with the 2 production models.

TECHNICAL DESCRIPTION

3. Requirements

3.1 The Contractor shall be required to build and/or buy all parts to the specifications provided by the Government for this contract:

Item Description NSN Part Number

Disc Brake Assembly 6110-01-523-0228 501420-2

3.2 The Disc Brake Assembly is used to slow down and eventually stop the telescope as it moves along its axis.

3.3 This item contains critical technology and is export controlled. Distribution authorized to

DoD and U.S. DoD Contractors only (Critical Technology).

4. Drawings

4.1 The Government doesn’t own the data for this item and therefore doesn’t have the ability to share any drawings for this item.

CONTRACTOR TASKING / REQUIREMENTS

5.1 The proposed effort is comprised of four tasks. The first will be creating or providing the

Counterfeit Prevention Plan (CPP) as described in the CPP CDRL (A005). The second will be building and/or buying a fully functioning prototype of the Disc Brake Assembly.

The third will be undergoing First Article Testing as described in the Form 260 and First

Article Test Report CDRL (A002). The final task will be building the rest of the Disc

Brake Assemblies.

5.2 In addition to this SOW, there will be multiple other documents further outlining the requirements for this contract.

6. Counterfeit Protection Plan

6.1 Contractors shall provide a Counterfeit Protection Plan (CPP) IAW CDRL A005 (DI-

MISC-81832), SAE 5553, and Counterfeit Production Plan Clause 252.246-7007.

7. Rough Order of Magnitude (ROM)

7.1 The Government may require an estimate/rough order of magnitude (ROM) for budgeting and planning purposes. These shall be provided by the Contractor at no cost to the Government. At the request of the Government Program Manager, Engineer, Contracting Officer, Contracting Specialist or other Government Representative, each

Contractor is required to provide a ROM to the Government contact. Contractor ROMs that provide delivery schedule estimates shall be accurate and realistic based on known long lead items. If the Government receives ROMs that provide inaccurate delivery schedules compared to delivery schedules are proposed in response to the solicitation for that same item, the Government may choose to request rationale from the Contractor to explain the discrepancies and may choose to issue a negative Contractor Performance

Assessment Report (CPAR) rating/comments. If a Contractor is unable to provide a ROM, the Contractor shall provide detailed rationale as to why this could not be accomplished.

The Government may choose to issue a negative CPAR rating/comments for a Contractor that does not support ROM request. The Government reserves the right to not consider for solicitation any Contractor who doesn’t provide a ROM.

8. Delivery Requirements

8.1 Delivery details will be discussed in the contract. See Section 17 for packaging instructions.

9. Safety and Health

9.1 While performing work under this contract the contractor shall comply with all applicable federal, state and local regulations regarding occupational safety and health.

10. Changes Coordination

10.1 For all possible no cost and/or non-delivery schedule changes to the original TDP, the

Contractor shall coordinate, in writing, the changes with the Government Program

Manager (PM).

10.2 For all possible changes that may require a cost and/or delivery schedule increase to the

Government, the Contractor shall submit a written request for such change(s) to the

Contracting Officer (PCO) and shall not perform any of these possible changes without receipt of formal written direction from the PCO.

11. First Article Requirements

11.5 If the First Article fails the First Article Test, government reserves the right to require contractor to redesign and/or rebuild the unit. Once completed, article will be retested per the approved test plan. This will be repeated until the article passes the approved test plan or the Contracting Officer decides to not continue with the testing. See Form 260 for more details.

12. Production

12.1 Upon government acceptance of the First Article, the contractor shall begin the building and/or buying of the two production articles. Production articles shall be identical to the approved First Article in design and specifications unless other arrangements have been made with the Contracting Officer.

13. Government Inspection and Acceptance of Parts

13.1 The Government reserves the right to inspect all parts built and has the right to reject or require correction of any deficiencies found in the parts.
