About this file
This document is a Statement of Work (SOW) for the Pasture 4 and 6 Joint Chiefs Landscape Restoration Project. The project is located approximately 30 miles southwest of Watford City, North Dakota and consists of 1,715 acres. The objective is to remove colonizing juniper trees from the grasslands and shrublands to achieve the desired vegetative conditions. The work involves mastication of at least 90% of juniper trees greater than 1 foot tall, while leaving juniper on north slopes greater than 30%. Any areas inaccessible to machinery must be hand-cut and brushed down. Masticated material must meet specific size and depth requirements. The contractor is responsible for repairing any road, fence, or range infrastructure damage. Work is to be conducted when soils are dry, ground is frozen, or over settled snow. Equipment must be cleaned and inspected prior to entry to prevent weed introduction. Utility locations, archaeological resources, and fire safety requirements are also detailed.
The related federal contract opportunity is a Request for Quote (RFQ) solicitation for the Juniper Mastication services described in the SOW. The solicitation number is 1282B124Q0059 and the work will be performed on the Dakota Prairie Grasslands, McKenzie Ranger District. Quotes are due June 19, 2024 and should be submitted electronically. There is no planned site visit, but interested parties are encouraged to visit the site on their own.

Depending on the type of equipment used, up to 20% of the area may not be accessible by equipment, areas that cannot be accessed by mastication equipment need to be lop and scattered by hand. Material in the Dantz Creek drainage needs to be cut into pieces no longer than 2’ to keep from plugging the culverts downstream. Juniper within 10’ of the stream channel will be left standing.
DESIRED LEAVE TREE AND STAND COMPOSITION: Do not masticate any hardwood species.
MINIMUM TREE HEIGHT TO MASTICATE: 1 foot.
MAXIMUM TREE DIAMETER (AT D.B.H.) TO MASTICATE: NA
MAXIMUM STUMP HEIGHT: 4 inches and no lower live limbs left on the stumps.
MASTICATED MATERIAL: Will be within the following specification: 75% of masticated material must be <2’ in length, 25% of masticated material may be >2’ in length, however material beds must be no more than 4” in depth.
LOP AND SCATTER: material needs to be brushed down to less than 18”, stumps need to be less than 4” and no live branches on them.
DAMAGE: Road damage because of the Contractors operations shall be repaired by the contractor at no expense to the government. Work must stop if equipment is causing ruts deeper than 4”. Damage to fences and range infrastructure need to be repaired to the satisfaction of the COR. In the event of damage to range improvements used in the delivery of water to cattle, report the location to the COR immediately.
TIMING: When soils are dry, ground is frozen or over settled snow as determined by the Contracting Officer.
WEEDS: Equipment must be cleaned, weed free, inspected, and accepted prior to entering and or offloading in the project area.
UNDERGROUND UTILITIES: There are buried utilities in the project area. These utilities can be high pressure gas lines, crude oil pipelines, saltwater pipelines, electrical lines, and range water lines that can be shallow (2’ burial) and/or deep (7’ burial). The contractor is responsible to call ND One Call prior to commencing work.
PALEO RESOURCES: If any fossils or historic resources are found, COR and District Ranger need to be notified ASAP.

Exhaust & Arrester Systems: Each internal combustion engine shall be equipped with a manufacturer’s approved or equivalent spark arrester or spark arresting device or system. Heavy-duty trucks may have a vertical stack exhaust system with muffler, provided the exhaust stack extends above the cab of the vehicle. An exhaust driven turbocharger is a satisfactory spark arrester. Internal combustion engine exhaust systems, arresters and other devices shall be properly installed and maintained.
Catalytic Converters: The Holder shall take extra precautionary measures when driving off-road with vehicles equipped with catalytic converters. Such measures shall include but are not limited to avoiding driving over or through vegetation tall enough to come into contact with the converter, avoid parking in vegetation tall enough to come into contact with the converter, and keep all debris from building up around or on the exhaust system.
Welding: Welding and use of cutting torches or cutoff saws will be permitted only in areas that have been cleared or are free of all material capable of carrying fire.
Flammable debris and vegetation must be removed from within a minimum ten (10) foot radius of all welding and cutting operations or fireproof welding blankets used. A charged fire extinguisher with a minimum 2 ½ pounds capacity and 4 BC or higher rating (or equivalent) will be required on site.
