STATEMENT OF WORK (SOW)

Radar Altimeter 5G Susceptibility Evaluation and Testing

1.0 GENERAL

1.1 BACKGROUND

5G networks are cellular networks, in which the service area is divided into small geographical areas called cells. All 5G wireless devices in a cell communicate by radio waves with a cellular base station via fixed antennas, over frequency channels throughout the world. The United States Coast Guard (USCG) has a requirement to test and evaluate radar altimeter 5G interference tolerance performance against the compliance criteria established by the Federal Aviation Administration (FAA) in the frequency range of 3.7-3.98 GHz used in the United States. The Engineering Support Branch (ESB) will gain vital information from this 5G interference testing and evaluation to determine if the radar altimeters used on USCG aircrafts require retrofitting with external Radio Frequency (RF) filters to comply with FAA criteria.

1.2 SCOPE

The USCG is requesting the contractor to test and evaluate radar altimeters susceptibility to the latest 5G interference tolerance criteria as specified by the FAA in AD 2023-10-02 and AD 2023-11-07. Two (2) separate device configurations that are currently used on USCG aircrafts will be used for this evaluation.

1.3 OBJECTIVE

The 5G interference evaluation and testing will determine if the required radar altimeters need to be retrofitted with external RF filters or if they are within tolerance of the FAA’s criteria.

1.4 APPLICABLE DOCUMENTS

1.4.1 Compliance Documents

The following documents are available to the public and provide specifications, standards, or guidelines that must be complied with in order to meet the requirements of this contract:

2.0 SPECIFIC REQUIREMENTS/TASKS

2.1 TASK ONE. Provide APN 209 and HG9550 radar altimeter systems.

2.1.1 The contractor shall provide the required APN 209 and HG9550 radar altimeters, antennas, wires, and display instrument.

2.2 TASK TWO. Provide Power Amplifier

2.2.1 The contractor shall provide a power amplifier to generate high-power 5G fundamental emissions interference, up to the levels necessary for FAA compliance.

2.3 TASK THREE. Fundamental Emissions Waveform Charachteristics

2.3.1 The contractor shall use a fundamental emissions waveform with center frequencies of

3.75 GHz, 3.85 GHz, and 3.93 GHz. The 3rd Generation Partnership Project (3GPP) NR-FR-1- TM1/1 with 30 khz subcarrier spacing, 100 MHz channel bandwidth, Time Division.

2.4 TASK FOUR. Spurious Emissions Waveform Characteristics

2.4.1 The contractor shall use a spurious emissions waveform with a center frequency of 4.3 GHz. Must use Additive White Gaussian Noise (AWGN) with at least 100 MHz bandwidth.

2.5 TASK FIVE. Test Basline

2.5.1 For each test case (Unit Under Test (UUT), test altitude, and 5G frequency), a valid baseline operating condition will be established for the UUT, with accurate altitude readings, prior to injecting any interference signals.

2.6 TASK SIX. Test Altitude

2.6.1 The contractor shall test the full altitude range (up to 34,000 ft in 50 ft steps) with a minimum range of 50 feet or lower.

2.7 TASK SEVEN. Test 5G Interference

2.7.1 The contractor shall generate and inject 5G interference at progressively increasing power levels.

2.8 TASK EIGHT. Interference Tolerance Mask (ITM)

2.8.1 Each test will define an Interference Tolerance Mask (ITM), with the tolerance power level at each 5G center frequency equal to the highest interference power at which the unit under test can continue to meet its performance requirements.

2.8.2 Separate ITMs shall be obtained at each test altitude.

2.9 TASK NINE. External RF Filters

2.9.1 Identify and test retrofitted external RF filters to assess compliance with FAA criteria in accordance with tasks 1 through task 8.

2.10 TASK TEN. FAA Compliance

2.10.1 FAA Policy Statement, PS-AIR-600-39-01 shall be referenced when determining radar altimeter 5G tolerance compliance.

3.0 CONTRACTOR PERSONNEL

3.1 QUALIFIED PERSONNEL

The Contractor shall provide qualified personnel to perform all requirements specified in this

SOW.

3.2 CONTINUITY OF SUPPORT

The Contractor shall ensure that the contractually required level of support for this requirement is maintained at all times. If for any reason the Contractor staffing levels are not maintained due to vacation, leave, appointments, etc., and replacement personnel will not be provided, the Contractor shall provide e-mail notification to the Point of Contact (POC) prior to employee absence. Otherwise, the Contractor shall provide a fully qualified replacement.

3.3 PROJECT MANAGER

The Contractor shall provide a Project Manager who must be responsible for all Contractor work performed under this SOW. The Project Manager must be a single point of contact for the Contracting Officer and the POC. The Project Manager is further designated as Key by the Government. During any absence of the Project Manager, only one alternate must have full authority to act for the Contractor on all matters relating to work performed under this purchase order. The Project Manager and all designated alternates must be able to read, write, speak and understand English. Additionally, the Contractor shall not replace the Project Manager without prior approval from the Contracting Officer.

3.4.1 The Project Manager must be available to the POC via telephone between the hours of 0800 and 1600, Monday through Friday, and must respond to a request for discussion or resolution of technical problems within 72 hours of notification.

4.0 OTHER APPLICABLE CONDITIONS

4.1 PERIOD OF PERFORMANCE

The period of performance for this contract must not exceed 12 weeks from the date of award.

4.2 PLACE OF PERFORMANCE

The primary place of performance will be the Contractor’s facilities.

4.3 TRAVEL

Contractor travel will not be required for this requirement.

4.4 PROJECT PLAN

The Contractor must provide a draft Project Plan for Government review and comment. The plan, at a minimum, must include: (a) list of work to be performed;(b) project schedule; (c) description of intended results; (d) role of key personnel, if applicable and (e) how quality of service (project) will be maintained throughout life of contract.

4.5 PROGRESS REPORTS

The Project Manager must provide a monthly progress report to the Contracting Officer and POC via electronic mail. The Progress Report must include a summary of all Contractor work performed.

5.0 CONTRACTOR FURNISHED PROPERTY

The Contractor shall furnish all facilities, materials, equipment and services necessary to fulfill the requirements of this contract, except for the Government Furnished Resources specified in

SOW 2.0.

6.0 FINAL REPORT

The Contractor shall provide a written report of their radar altimeters susceptibility findings to the latest 5G interference tolerance criteria as specified by the FAA in AD 2023-10-02 and AD 2023-11-07.
